G-to-G does not require a tendering process. Bangladesh gov is buying from Chinese gov.

Military purchases never happen through open tender. China is a trusted supplier for Bangladeshi military so there are lots Chinese equipment, as well as Russians. But I think as far as Navy is concerned, we will go for complete self-sufficiency within few years after certain purchases and ToT.
