Who's behind IS's sudden attack on Sikhs?

IS, the fiercely Salafist group is widely believed to be created by intelligence of west to take Syria from hands of Muslim rebel (which they successfully did but lost to Russia-Shia alliance later) is still doing it's job elsewhere. They are everywhere when non-Muslim needs them doing what just what they want to be done. They are in Afghanistan brutally attacking Taliban, in Sri Lanka creating anti-Muslim storm just at the time pro-India Rajapakse needs communal Sinhalese to rise in power, in Bangladesh when it's India backed govt. desperately needed a "Muslim Terrorist Threat" to show at any cost etc. etc. So after hearing Trump wants USA to leave Afghanistan ASAP they are very suddenly out of their caves trying their best to show the world why Afghanistan needs USA.
So as we know RAW established it's permanent office in Kabul in aim to reduce Pakistan's influence in Afghanistan. On the other hand in front of fearful eyes of RAW, Pakistan recently opened it's border to Sikhs living in India to let pilgrims visit Pakistan's famous Sikh sites, a move that got praise from Sikh community. Also a few days ago a Sikh police officer got arrested in Kashmir in accusation of helping separatists (it's not the first time). Now suddenly IS, which doesn't recognise Kashmiri Muslims (along with Muslims of this subcontinent) as even Muslim attacked a Gurdwara in Kabul killing 25 Sikhs along with a children. The reasoning?- "it was revenge for India's treatment of Muslims in its portion of Kashmir". The timeline and message along with the target seems to be exactly what RAW will dream at this moment.
While Indian regime always accuses ISI for every single incident in neighbouring counties I didn't see a Pakistani official raising the concern of RAW's involvement in this event in any online English news site.

Pakistan should have made a big deal out of this attack. Summoned the indian diplomat, demanded ISIS culprit be hanged and should have even asked NATO to allow Pakistan to conduct air strikes in targets in Afghanistan because ISIS in Afghan areas also hurts Pakistan.

ln all foreign capitals, these incompetent ambassadors should have exposed indias design to every media outlet.

Seriously, there seems to be a mental problem with this bureaucracy and govt what else could it be. After subramaniums statement - not even a statement from Pak foreign office.

We didn't openly raise any concern didn't mean that we kept silence. We have our channels with both Afghan and Indian government as well as Sikh leaders. The less the journalists know the better. We don't have to brief our every actions to the press. That will be very foolish thing do.

This a war of narratives and an info war. We just discovered a huge network of indian rss run websites few months ago. What was it? A propaganda medium.

Its so obvious, an attack happens, media activates, indian officials start making statements.
Like a media corp they move to attack with militaristic discipline.

Your original question was : why didn't officials issue a statement to blame Indians on the latest attack on Sikhs in Afghanistan ?

All I tried to say that Pakistan government's officials do not always react to media if something happens. Specifically, when the incident takes place in a third country without involving a direct PAK interest. However, our officials do take actions which are invisible to media. Clear ?

Also Daesh are not Salafi, they are Khawarij. Khawarij have been declared Non-Muslim by early Sahabah including Khalifah of the time, Hazrat Abu Bakr RA.

Not all Salafis are bad, we have to get out of this thinking. They do reject traditional Sunni scholars, but they are still Muslims and some are very decent.
