If this thread is not considered a plain and clear shirk, and sectarianism at all times, then we believe in different religion of Islam. the Op decides who is muslim at individual and country level, and this takes place in the holly month of Ramadan.

don't be offensive with this question but I think the differences in this two side are enough much high to separate them in two different axis.
1- as Iranian I am not agree with any Turkish policy in middle east but I feel they have independence policy like us in otherwise Saudi-Egypt just follow American policy.

2- both Iran and Turkey Try to develop Indigenous industry, agriculture, knowledge, weapon

while Saudi and Egypt just buying and buying everything although the Egyptian are in better place

1.) Prophet Mohammed(SAW) addressed social and philosophical aspects of life. Material aspect is determined by the people. So development, education, industry, etc .... isn't related to Islam here.

2.) Modern foreign policy is based around a nation's interests, thus you can't make an 'Islamic' foreign policy. It's just your national foreign policy, and some nations support Islamic movements. That is not 'advancing Islam', however.

3.) We understand what you're trying to get at in the OP. It however isn't the way you and others see it. Advancing or implementing 'true' Islam is an individual or populist effort. Nations can't champion that title, plain and simple.

4.) Conclusion: No, no nations are implementing or advancing 'true Islam' since that link cannot be established as it makes no sense. Only Muslims on an individual or mass level can do that. Otherwise Islam in its true form would be tyrannical. It is not, thus the Prophet(SAW) stated we would be ruled by Islam then Tyrants and Kings. And that began much earlier than just the modern era alone. So your Prophet(SAW) gave you the answer, there is no country giving us Islam.
