I think it should be personal choice when it comes to dressing , what i understand and even my non Muslims friends also realize during our long heated debated that Islamic ruling over stuff like clothing and punishments does seems harsh but they are not just for a individual but the collective society , If Islamic way of Govt enforce its rules on someone for stealing or Adultry and whatever Punishment they get is mostly in Public, to send people a strong message not to screw up the Society they are living in ( Islamic Society ) ..
as for western Countries they are raised differently from the ones in Islamic society , as i am married to a Non Muslim American girl i have pretty good look at this Clothing issue
what my little observation told me that mostly in western countries Girls and their way of living and clothing is based on many aspects .
1- This is how they see their parents dress up while they are growing up , lets take Bikini as a Example ,from the childhood a western girl see her mother , Aunts ,friends and other females wearing Bikini as they go for swimming , there is no strict religious obligation to show their body , so when they grow up they see it as a perfectly fine thing to do which i think is too as i am not against Bikini anyway ..compared to a girl raised in a Islamic society who are taught to cover her body and which was prescribed by the Allah to avoid any After Life Punishment, she is not very enthusiastic to wear bikini's or other revealing outfits .
2 - Western Girls are raised by multiple Parents and Step Parents so their Upbringing get mixed as their Biological Mother or father bring step Dad/Mom in to their lives, Talking to a lot of people from western countries not specifically to US, but if i just filter out American people i ever talked and who become my good friend over the last 7-8 years , lets say on Average those numbers are around 100, and no joke out of these 100 people ( both male and Female ) around 95% of them have step Dad's or Mother .. including my own wife , so i personally think this also is a reason that cause this problem where Girls or boys are raised by different mindset of people .
3- Very common Sexual Harassment in western Families, before people start lecturing me over this, let me write that Sexual Harassment happen everywhere so relax , my point is that it is one of the reason so this is how i understand, a lot of girls i talked as friend , after years of talking to them as friend they open up to me and their life stories how they been sexually Harassed by their Uncles , brother , cousins and step parents .this is one of the most shocking thing to me, the girl and boys who been through this hard time, they were so against the Concept of Marriage and Family , and they mostly very extreme when it comes to objectifying or telling them what to do . As innocent as a Child if they were sexually harassed by people so what they believe is that Clothes will not make much difference , cause its something that relates the evil intention of Men or Women , not the Appearance .. and i take this point as Valid .
4- Another reason which i will say i experience here in Pakistan was the Gathering and group of your Friends , Its very likely that if you get some effects of the people you been around mostly in your daily life, i have seen this first hand as when i Join the BBA from a University we were two friend and we both Don't smoke , but as we start our semester make new friends and join Groups, my Friend get this smoking habit, but i didn't .. and when i ask him why he start Smoking his response was that i was seen as Mummy Daddy Bacha ( term only Asians will Understand ) but not as a grown up , the group make fun of him to be a innocent and girly boy so to look macho tough and more part of their group he started smoking with his friend and later become a Chain Smoker . now this example may seems odd but if you see most of the western young people are very Open minded and keep Liberal Ideas which is good, but the party Culture ( Pool Party , Drinking , and other parties ) this put a huge effect on any child who is in growing and learning age, when he/she was urge or Pressured by his Friends to do something or he/she see something they are doing it urges him/her to do despite knowing that it can or be harmful for him/her .. ( Of course not Generalization but it happens )
now coming back to the Topic that wearing tight Clothes or exposing clothes does attract some unwanted attention and eye balls , but it can not be put as a Justification for someone to do or attempt to do sexual Harassment on to any one .. May be Islam for the very same reason puts a balance here ( this is what i believe ) that a Women must cover her body and not wear exposing clothes while a man should also wear decent clothes when Go out and keep her gaze low, and if he see something that give him that urge than try to avoid looking at her or him again in such way ..there is a Saying here not many people are aware of, it goes something like that , " That the Veil of Eyes is far harder to achieve than Veil of the Body " . I know many people might disagree but i personally think that Islamic Rule for this specific case on men is harder than compare to women ..but feel free to disagree .
