Appreciate that you also hold US accountable for its mistake but let me add a point here, it was US who supplied them with Stinger Missisles and it was SSG / ISI who trained them to fire it. However 1989 ISI left them to it and So did the US

First of all 9/11 did not happen in 1994 and the funding was done to resist USSR. Now after 9/11 the motives changed. Pakistan had his own interest in Afghanistan, USA had its own. KSA is still the Major fund giver because this brings the destabilization to Pakistan, specially in Karachi. And you kept blaming RAW and Mossad. The Funding was done so that instead of Pakistan being the major port, Dubai gets the business. The question here is who is training them not funding and equiping them. Because this training and professionalism is not restricted to TTP but to all militants., be it Uzbeks, Afghan Talibans, Chechen freedom fighters, Al-Qaeda militants in African region, Saying that KSA / Arab states are supporting them contradicts with the fact that USA and KSA are allies, KSA is pro-west, so I really don't think US would allow them to fund talibans and equip them so they could fight with US Troops / Nato forces. However funding for TTP and equiping to create chaos in a state comes from Arabs like they support Sectarian killings
