I'm really puzzled at how India alone takes such large percentage of H1 visas if this program has country by country quota.

Have you attended graduate classes in the United States? Most of the foreign Ph.D students in the hard sciences, social sciences are either South Asian in origin or some variant of East Asian.

Have you gone to a hospital in the United States? Most of the resident physicians are South Asian in origin. Indians in America are either Physicians, Engineers or academics.

That being said in semiconductor industry, if you don't have IC(Indian,Chinese) you can't do IC
