Whistleblowing should be encouraged, monetary benefit is an excellent point but most importantly whistle-blower should be given security from the media and criminal elements. I think that will encourage a lot more people to come forward. Only monetary incentive will just give rise to false claims and ruined reputations.

Perhaps a passport to outside country and 10% plus protection will work better. Or 30% for smaller sum and 10% for larger.
