Japan high level command order full defending of Japan against allies. Basically asking all civilian to be sandbag or kamikaze live bomb to deter US.

Imagine US want to take tokyo, how long and how many lives need to be sacrifice? The Japanese civilian casualty will be very high for defending of Tokyo. Definitely more than the 2 atomic bomb combined.
