Should private sector invest in Avionics and aerospace research?

Another thing PAC can do is to outsource few components to local industry to promote and encourage them.
This may result in advance collaborations.
Or PAC should outline major components to local industry. So, if they want to get involved in R&D.

Without the involvement of private sector the gap will keep increasing.
We still don't manufacture major components like jet, radar.

We do Manufacture Radars and Jets both. So, atleast you are wrong here. Manufacturing doesn't means only High-Teah things. You need to have technical know how to start producing High-Tech stuff.

The initiative of Aviation City will cover all the Points which you have raised in OP.

With Growing Needs of Air Forces strong bases of Industry is Required.

Specially When we see No.1 ranked Air Force in the world United States Air Force.

Whats make is strong is its Private sector. Boeing, General Electronics and Loockheed Martin are biggest cats in game to be mentioned. All of these companies belongs to private sector and registered in stock market.These companies work on contract for United States to fullfill its requirements.

Lockheed Martin is one of the largest companies in the aerospace, defense, security, and technologies industry and is largest defense contractor. It creates lots of defense products like robotics, aircrafts , radars. Its also manufacturer of F-35

General Electric (GE)
is an American multinational conglomerate corporation incorporated in New York[5] and headquartered in Boston, Massachusetts.[2] As of 2016, the company operates through the following segments: Aviation, Current, Digital, Energy Connections, Global Research, Healthcare, Lighting, Oil and Gas, Power, Renewable Energy, Transportation, and Capital which cater to the needs of Financial services, Medical devices, Life Sciences, Pharmaceutical, Automotive, Software Development and Engineering industries.

Boeing is also another Big Fish in this game. I produces transport aircraft for US Air Force along with many other products.

Now looking at PAC,

PAC is only aircraft manufacture facility which is build by Air Force and works under Government. PAC is supported by little to none private in sectors in many facilities.
PAC is working at its most potential.

But looking to future challenges, Its not enough. Without the support for private sector PAF cann't grow as fast to meet future requirements.
We do not have basic electronics manufacturer in Pakistan and you are talking about private sector aviation complex ...

Man we need to start electronics industry first ... For example we do not even manufacture circuits for bulbs, toys, or any other common day items ... First start designing and manufacturing those in private sector, then out of those some high skills manufacturer can be given some manufacturing contracts of electronics development of small non critical items of tanks, radars and other items, and after that we can transform some of them into manufacturing of some critical parts,,, its a journey of atleast couple of decades if we start now

I meant jet engine and radar for jet.
I don't know any manufacture by Pakistan. Do you know any?

What we currently do is license manufacturing it means we do not have capability to design yet ... Furthermore this is being done by gov organization ... What OP is saying that these manufavturing should be done by private sector but my point is you cannot just create a private organization to manufacture such a limited demand low volume products ... What we need is a private organizations involved in manufacturing and commercial activities and we can transfer them some of the activities as per industry ... But we truly lack such orgamizations ... For example we do not have any high grade steel manufacturing unit ... We even import car body steel sheets from outside Pakistan ... Despiye of having high dand we do not manufacture electronic circuits and import from china

The real question is should private sector invest or we should have a stable political and stable environment where private sector will comply to employ due to returns and pay back
