What we've seen in populations that have experienced this before is about 2weeks-3 months there is large despair and panic. However, after that the natural human tendency to organize and manage kicks in. Survival brings out the best and worst in us. Then things begin to settle down as people make do with what they have. Given that cities have an education too but lower community senses then there'd be looting at first divided up on classism but then as things settle down there'd be organization and resource management.
