What I can say is that this women may not be lying about order to initially write with pencil because the same was ordered during 1998 in which my father take part and he was instructed not to write with ball pen at field data collection level.

Okay two things.
First, If they're using a scantron then they have to use pencil to fill in the circles as the machine doesn't recognizes ink.
However, if they're not using scantrons, then this is corruption at is finest.
