The US has more sophisticated high altitude air defence like the THAAD , and it has the capacity to produce em in even higher numbers than a broken nation like Russia... , so I would put US at #1 and china as the #2 ; Russian super air defence is a myth , just because they only downed a U-2 and and an f-117 , doesn't mean the US can't down their own aircrafts
