Doesn't work like that. Kashmir, as you know, is an integral part of India. I know there are a few misguided chaps - but they will die off and Indians don't see any serious issues in long term management of Kashmir.

Most think tanks in India also feel that Pakistan will break up within 10-15 years at the most. So we don't take Pakistan seriously either.

Modi will likely help to speed up the breaking up part. He is a staunch nationalist.

How? They will in best, prove a disaster to Pakistani army in executing plans! Tribals can be used as a limited role, such as suicide missions! Not more than that!

Moreover, the tribals fought the army of the Late J&K ruler, not the Indian Army,! When the army entered, the tribals were already in control of many parts of outer srinagar! They were pushed back very much, and would have pushed back to Pakistan, if nehru hadnt gone to the UN, to improve his prestige and standing among world leaders.!
Again the tribal dont recognise the uniform leadership, and Chain of command, which creates a lot of Chaos! If it have unified leadership now, or even in 1948, the equation would have been different.

I believe there is chance of 'conflict', whether it might be Pakistan's choice they wanted to make that conflict into an open war as that same unpredictability from Pakistan's side might stop India from a military action in 2008 but he can pick up limited conflicts in a very conventional way.
