March 8, 2015,a NHK journalist asked Chinese Foreign Minister Wang Yi on the Press, saying :” China is using the history issue as a tool to denigrate Japan's contribution to international peace over many years “, it took me a while to realize the meaning of Japanese journalist’s question since it is hard to find the Japanese peace contribution , what has Japan done to world peace? Japan is a economic giant but a political dwarf, whose fate is totally mastered in the US’s hands, for such a country, what it can do to contribute world peace?

In fact, the peace contribution from Japanese mouth came out its former PM, Fukuda Takeo, who pledged that Japan, a country committed to peace, would never become a military power and that Japan would build up a relationship of mutual confidence and trust with Southeast Asian countries at August, 1977.which later became Fukuda Doctrine, and serves as the foundation of Japan's current and future diplomacy.

From the Japanese point of view, the peace contribution Japan made is that it has not established an nominal army in the last 70 years, has not threat neighboring countries, the world peace is kept because Japan did not conducted badly. That is its contribution?

It is a peace contribution if aggressive Japan can abide by its “peace constitution”, however, Japanese does not want to do, and they want to reverse the peace constitution. Today’s Japan, lead by Abe, is trying to break peace constitution. It has been long since the ww2 that Japan tried to rebuild and expand its military. Before the Abe became the Japanese lead, they upgraded “Japan defense Agency” to “Japan defense department” though Japan does not have an nominal army. Now, as many pdf members says, it has the No1 navy in Asia, and has a large storage of nuclear material which can make thousands of nuclear bombs, and two aircraft carrier is under construction. So called Fukuda Doctrine is only a cover.

There is a stone table standing in the front of the building of Japanese defense Agency, carved with the note “: no world peace till north four islands returning!”, it is well know that the four islands was occupied by Former Soviet at the end of WW2,concerted by the agreements made among the winners of WW2, it is a problem between Russian and Japan rather than a problem between Japan and the world, it should hate Russian, but why does the stone says that the there is no world peace? Obviously, it tells Japan's dissatisfaction with the world order after ww2, it also suggests that Japan cannot introspect what it has done in ww2. Japan is good at making empty saying to cover its predatory ambitions. Let alone contribute to world peace.
It is reasonable China criticizes Japan for its historical view, for its reverse from peace constitution, but the Japanese regard Chinese remarks as denigration Japanese think it is their contribution to the world peace that Japan did not appear as a military power, namely the world would not be in peace if Japan develop its military.

The present Japan is going back to Militarism step by step, history will not repeat, but fate will repeat, poor Japanese.

Yes, according to many people, that's the contribution. That is, not being aggressive and expansionist is considered a major contribution. I guess that's a credible argument if the near historical record proves it right. But how Japan played into the US hand (in fact, conspired with the US) in North Korean cyber-attack false flag makes me wonder if Japan is sincere about its peaceful conduct.

The more Japan teams up with the US in its dirty secret operations, the less respectable it gets. For Japan to really contribute to peace, it needs to think seriously about an East Asian peace sphere where no foreigners are allowed to mess with. We are always better off if we sort our differences among ourselves. Japan, however, is serving as an outpost for the US expansionism in East Asia, hence, it is conduct is not conducive to peace but instability.

Nonetheless, I guess China is lucky to have a strong neighbor who does not interfere in its internal matters. That's mostly true for people as as well the government. Which is good, given how buzzing the filthy and corrupt Indian democracy thing can become.

On the international front, no doubt, Japan teams up with the US to a certain degree to encircle China. But, at least, that is out-there and easy to see. Now it is China's duty to develop counter strategies to break the blockade.

yes, Japan regards the US is the world peace keeper, the US is world police, so following the US is contribution the world peace; and closer it cooperate, much contribution it made.

The International Cooperation Initiative: The Three Pillars of Japan's International Cooperation



With the improvement in Japan's international standing, and especially the major economic growth that has been achieved, Japan today can no longer simply accept the international environment as a given but must look at the international community in the realization that Japanese actions are now themselves important factors influencing this international community.

In seeking to contribute to international peace and prosperity, Japan should not simply seek to expand its cooperation within the traditional framework but should participate creatively in the various international efforts and must contribute to a better world. In so doing, Japan will also contribute to its own peace and prosperity.

Realizing this, Japan has formulated and is implementing its International Cooperation Initiative built around the three pillars of cooperating for peace, expanding its ODA, and promoting international cultural exchange as the specific measures that Japan can do to contribute to the international community on the basic tasks to work for ensuring its own security and to contribute to the sound development of the global economy. Further enhancing the Japanese contribution to the international community in these areas and responding to the needs of the international community are thus immediate priority policies for Japan.

(a) Cooperating for Peace

Mankind has long hoped to secure world peace and stability, but the fact is that there are a number of destabilizing factors such as international conflicts, regional problems, and even international terrorism.

Given this situation and with the striking increase in Japan's national capabilities in recent years, the international community has come to hold increasing expectations of Japan, not just in such areas as economy and economic cooperation but also in such political areas as maintaining and securing international peace. As international peace and prosperity are now inexorable prerequisites to Japan's own peace and prosperity, Japan should no longer simply reap the benefits of a peaceful international environment but must take the initiative in taking part in maintaining and structuring this peace.

Seeking to cooperate in the cause of peace, Japan, while making every diplomatic effort to create firm foundations for peace in regional conflicts and other problem areas, must also diversify and expand its hitherto financial and other cooperations for peacekeeping activities and must participate positively in peacekeeping efforts under United Nations and other international auspices, including the dispatch of personnel. There is a clear need to make a positive and wide-ranging contribution to maintaining and enhancing world peace, including stepped-up refugee-relief efforts and vigorous contributions for reconstruction after the fighting has stopped.

(b) Enhancing ODA

Three-fourths of the world's population and many of the world's countries are still stuck at low levels of development, and their economic growth rates lag behind those of the industrialized countries. This poses serious problems for the sound development of the international community.

As a nation committed to peace and one of the world's economic leaders, Japan must contribute to reducing this North-South disparity and hence to enhancing the stability and development of the international community. Realizing that Japan has an important international responsibility to expand its ODA for the purposes of contributing to economic and social development, living standard stabilization, and welfare enhancement in the developing countries, Japan is implementing its ODA in keeping with the generally accepted ideals of interdependence and humanitarian considerations. Japan's ODA, with the sharp increases that have been achieved recently, has got to contribute to the economic and social stability of the developing countries and areas and hence to play certain role for peace and stability in these regions. It is imperative that these facets continue to be considered in implementing Japanese ODA.

At the same time, there has also been a sharp increase in the other industrialized countries' expectations of and interest in Japanese ODA in keeping with the dramatic growth of the Japanese economy.

Thus it was that Japan recently drew up the Fourth Mid-Term Target for ODA and is moving to make an even greater international contribution so as to respond positively to the expectations of both North and South and to play a role commensurate with its abilities. Keeping in mind the need to raise the share of Japan's ODA in the total ODA of the DAC members to a level commensurate with the size of the Japanese economy, Japan will work under this Fourth Mid-Term Target to raise its total ODA disbursements for the five years starting in 1988 to more than $50 billion and will also seek to raise the ratio of ODA to GNP as well as to expand the grant portion of aid to and to enhance debt relief for the least among less developed countries, to expand technical assistance including strengthening the provisions for foreign students studying in Japan, to promote cooperation through international institutions, and otherwise to enhance the quality of Japanese ODA.

(c) Promoting International Cultural Exchange

With the international flow of people and information becoming more vigorous along with the flow of goods and capital, deepening mutual understanding among all peoples is a perennial issue of new urgency for the international community. Cultural exchanges in a broad sense are thus important because they transcend the differences of political system and value to lay the foundations for mutual understanding among peoples and because they promote smoother economic and political relations.

The diverse cultures in the international community should all be seen as the shared heritage of all mankind, and all peoples everywhere should be able to enjoy their universal values. At the same time, the fostering of tolerance toward different cultures through such exchanges can well lead to a more open international community and greater international harmony, and the stimulus caused by the mutual exchange of diverse cultures can also generate new impetus for the international community's development. Likewise, Japan's promoting such international cultural exchanges also means that Japanese society will become more open to the rest of the world.

As Japan's relations with the rest of the international community have become both broader and deeper, frictions between Japan and these countries have arisen in a broader range of fields until they are not simply economic frictions but is frequently grounded upon misunderstanding or inadequate understanding of each other's cultures and social practices. This is a clear indication of the increasing importance both of seeking to ensure that Japan is open to the rest of the world not only materially and institutionally but in the broadest sense of the term and of responding positively to the heightened international interest in Japan and working to ensure that Japan is correctly understood overseas.

Along with promoting exchanges among the different cultures of the world to contribute to enriching the global culture, Japan must make a greater effort to promote cultural exchanges between Japan and the rest of the international community.

If Japan (the government, I mean) thinks that the US is the world peace keeper and that Japan should emulate it (or, at least, team up with it as the US goes on providing peace to the world), then that's the bad news.

If that's the case, we will see Japan serving an outpost as well as a pawn for US's global ambitions. If Tokyo gets excited and thinks itself of a major spare-tire for the giant US bulldozer, then it will face the fate of a spare-tire. Would the two Japanese nationals have been killed had Japan not been prematurely committed to the US-NATO war efforts in Syria?

That's the prize you get when you cozy too much with the US regime. They will use you, and throw you away like a dirty tissue afterwards.

Let's hope Japanese officials are not so much devoid of historical-critical thinking.

@Nihonjin1051 , B and C are alright. But A is questionable because that is dangerously open to interpretation. US-NATO claimed they contributed to peace when they bombed Libya and killed its leader.

The Japanese Government cooperates with not just the United States, my friend, but cooperates with a consortium of other security blocks such as NATO , especially seen with JMSDF and EU Naval Flotilla in patrolling the Gulf of Aden, Straits of Hormuz, African Gold Coast , as well as in the Straits of Malaccas --- in combating piracy and ensuring continued freedom of navigation.

Japan's expanding role in the cause of peace has been seen in growing cooperation with UAE, KSA in navigational control of maritime areas. Japan also has a forward deployed base in Djibouti that is meant to help in that navigational paradigm. The development of ties between Japan and the Arab League and African Union in developing war torn areas as well as rehabilitating war affected populations can be seen through the activity in Sudan, Djibouti, Somalia, in NIgeria, as well as in Jordan, Syria and other war affected places such as Iraq, Afghanistan.

We live in a globalized community and we must all take an active role in maintaining peace wherever and whenever. And I hope to see in the future the Japanese and Chinese joining hands in keeping our precious community free from war and instability. I am optimistic for this century -- and believe that there will be a re-awakening between Japan and China.

sometimes, i think kind Japanese people can do something to prevent bad thing happen, but it did not. i don't know why. during WW2, Japanese people suffered much, i don't hope it happen again.
Japan could be good friend of China, it depends on Japanese people, not Japanese politicians who got their heritage from their war maker grandfathers.

I am all for Japan's active international presence so long as it maintains a sovereign foreign policy. That's noble.

But there is always sides in this world. When you take one side, you are automatically against the other side. And as I see it, Japan is not only taking side, it is taking too much of a side and that is with the US and NATO.

I did not see Japan approaching the Syrian crisis from the viewpoint of Russia and China (+Iran and Iraq).

Not all nations are game-makers. Some are followers, taking side and waiting for the strategic returns. Nothing wrong with that. But Japan does not deserve to be in that league, I guess. Even when Japan stands a bit closer to the US-NATO conceptualization of international governance, it should not ignore the rising alternative orders.

This is not to get attached with the alternative order. But Japan is strong and capable enough to stay in between (if not push for its own version) and not to be used by either side. Add to that Japan's positive material/humanitarian contribution, that makes Japan one of the best international actors.

But this is not the case. Strategically, Tokyo is firmly attached to US-NATO. That's not contribution at all.

I understand your sensibilities as well as those of other Chinese who share in that aspect, given the morose history this past century between our two countries. I try to consider the Chinese point of view because in trying to understand the other's view, one can better understand what is necessary to make and enable the realization of a working, professional and successful rapport.

I hope you can understand that there is no one in Japan that yearn for war, be that as it may, i think that we both can agree that both Japan and China suffered much in the war , both of our sides suffered immense human losses, cultural losses and most importantly, the collapse of Sino-Japanese ties. The last war served none of our interests , and it reaffirms the failures in military adventurism since our respective civilizations are firmly entrenched. So, what can we do? What is the best course? Well, the best course is to learn from the transformational leadership that has benefitted both Japan and China , which has defined post-WWII Sino-Japanese relations thus far. In peace, and in our shared cooperation, both our nations have developed, have risen the standard of living for our formerly war-affected populations. It is in peace that all the social aspirations we so desire are realized : increased life span, increased education, increased national intellect, increased health care provisions, overall a comprehensive increased human development index. The very antithesis of what happened during war.

In confidence, I will deign to say that Japanese and Chinese wish for peace, will strive for peace, will strive to work with each other, despite our unique differences. Yet in the end, all our differences are for naught since we both share a common culture, a common writing system, a common racial identity, and a common visage to propel East Asia to modernity and to make East Asia the cultural, economic, and political axis of the world.

Remember that Japan and China are ancient civilizations. Japan has existed as a nation state for close to 2600 years, and China has existed over 4000 years. Our relationship will continue to exist another 2 thousand , nay, 8 thousand generations. I am confident of this.

Japan and China are Culturally, Racially indivisible. We must remember this, and remember our common bond, and our ancient and shared roots.
