Brahmos or Kh 35 fired from Mig 29 or Club from Kilo.
Brahmos 2 would be inducted by Russians.
With limited budget they have other priorities like maintaining superior Air force and RD plus they already have thousands of ANti ship missiles.

Actually, Vietnam has it...either yakhont from coastal artillery or klub from kilos.
They've su 30,so kh35 would be an option too.but always remember,1 missile may be enough to cripple it,but it takes more to sink it.

If you asking what is the best weapons to sink an aircraft carrier, the answer will depend on what is your Nationality though
if you are an Indian, the most likely answer is the saturation attack of Brahmos missile from their Frigate and Destroyer
if you are an American, the most likely answer is the swarming attack of fighter aircraft + combo of Long range bomber carrying a lot of high performance Cruise missile
if you are a Russian the answer will be with Maritime Strike Bomber coupled with Long Range Cruise missile from a pack of Nuclear Submarine
