Yes, we’re doing this again. The People’s Liberation Army (PLA) has begun to build up military forces in the disputed Doklam Plateau, the site of a 10-week standoff between China and India just a couple of months ago.

Indian newspapers reported that the PLA is building new military infrastructure about three miles away from the border between China and Bhutan. The new structures include mortar and gun emplacements as well as nine three-story buildings that could be used as barracks, accompanied by almost 300 military vehicles.


Chinese troops have also settled in 30 miles away in the Chumbi Valley, where the borders of Bhutan, China and India meet.


The Doklam standoff began in mid-June, when Chinese builders and soldiers appeared in the plateau, which the Chinese call "Donglang" and claim is part of Tibetan territory. India deployed troops to the disputed territory in defense of their ally Bhutan, and for 10 weeks PLA and Indian military troops faced off a few hundred meters apart.

India and China both pulled their troops back on August 28 following quiet negotiations between the two powers, and the road-building came to an end.

In early October, new reports surfaced that 1,000 Chinese soldiers were stationed in the Doklam Plateau — and the appearance of these structures suggests that the PLA are there to stay.

India has withdrawn its military from Doklam since it does not actually have a claim on the region — their troops entered Doklam to support their Bhutanese allies and to oppose the sudden appearance of the PLA and Chinese road builders in July 2017. However, India has built up their forces in Sikkim, the province that borders both China and Bhutan.

Neither the Chinese ministries of defense or foreign affairs responded to requests for comment from the South China Morning Post. However, after a Monday meeting with Indian Foreign External Affairs Minister Sushma Swaraj, Chinese Foreign Minister Wang Yi said that China and India "should learn a lesson" from the standoff, as it caused undue stress to their bilateral relations.

"The external affairs minister and Chinese foreign minister both noted the challenge it had posed to the relationship and both expressed satisfaction that it was resolved with the disengagement of troops at the face-off site through concerted diplomatic communications," said Indian spokesperson Raveesh Kumar.

But if a lesson was learned, it must be asked, then why is Beijing consolidating troops once more in Doklam?

Border disputes have often accompanied periods of high tension between the People's Republic and their southern neighbor. In 1962, a border dispute over Aksai Chin saw open hostilities between the PLA and Indian military, with thousands killed in a one-month period. Similar incidents occurred on a smaller scale in 1967 and 1987.

The area was part of a ten week standoff between the two countries just a couple of months ago.

The People’s Liberation Army has started building new military infrastructure in the area, including mortar and gun emplacements, nine three-story buildings that could be used for barracks, and almost 300 military vehicles.

The Chinese foreign ministry has previously stated that they will do whatever it takes to secure the area.

A spokesman said: “China will take all necessary measures to safeguard its legitimate and lawful rights and interests.”

A meeting took place on earlier this week between the two nations to once again try and ease tensions between the countries.

The Chinese Foreign Minister Wang Yi and the Indian Foreign External Affairs Minister Sushma Swaraj met to look at how the how the two nations could move forward.

Speaking after the meeting Indian spokesperson Raveesh Kumar said: “The external affairs minister and Chinese foreign minister both noted the challenge it had posed to the relationship and both expressed satisfaction that it was resolved with the disengagement of troops at the face-off site through concerted diplomatic communications.”

Satellite images show that China’s latest offensive on the Doklam Plateau region started towards the end of November.

China appeared to be trying to hide their presence by hiding military vehicles and tents under camouflage nets.

In August talks were held to defuse the mounting crisis over the region and it was agreed that military personnel would leave the area.

But although Indian troops left the Doklam region, China’s foreign ministry spokeswoman Hua Chunying said at the time that Chinese troops would continue to patrol the area.

She said: “China will continue to exercise sovereignty rights to protect territorial sovereignty in accordance with the rules of the historical boundary.”

The Chinese defence ministry added that troops would remain on a state of alert.

She said: “We remind the Indian side to learn the lesson from this incident, earnestly respect the historical boundary and the basic principles of international law, meet China half way and jointly protect the peace and tranquillity of the border region.

If I'm correct, your precious PM died due to the disastrous consequences of the war. I read somewhere that the Indian top brass and politicians were so scared of the Chinese cheergirls that they began moving offices away from Delhi and beg the Americans for help. The Indians were lucky that the puny Chinese slave army did not advance on to New Delhi ...

They can just build up but weak chinese army can not do except issuing mind boggling threat. Our Army is present in DOKLAM and we shall stop china to build even an inch of road in dispute territory. They can simply issue warnings. That is it.

I have even worse words than you used for that coward PM because of whom we lost that war.

Militarily we have given better replies to the punny army many times after 1962. You can dig history of armed conflicts after 1962 and every time the punny army went back with a bloody nose.

Times have changed, we cannot undo the past errors.

This is nothing but pure imagination, nothing like that happened. The punny army ran away from even a sparsely populated region of our North Eastern state of Arunachal Pradesh.

If that's true, then how come the Indian Army unilaterally retreated from Donglang, abandoning their mutual defence treaty with Bhutan?

The decision makers in the Indian Army must have believed, from their own confidential information sources, that China was about to launch a war. Otherwise India would not have unilaterally retreated so quickly.
