kind of..It is a beautiful land and you will feel far closer home than in say manipur or mizoram or any other NE state apart from south tibet/AP of course.
The people especially are very hospitable to visitors,quite unlike most of the region.

Sikkim was betrayed by our gov. Now south Tibet would not again.

Avoid south tibet like the plague.The place is really awesome and so are the people,but the infrastructure is nightmarish.The ordeal of reaching here itself will put off most people from visiting.
