I guess GoI believes its good opportunity for people to people contact, but we need to plug to holes whereever possible. No point of blaming pakistan (who inturn will blame non state actors), if we dont do our homework.
Its impossible to avoid terror attack in India (or even pakistan...) but one can make it difficult for terrorists without hassling normal people.

Its not as if homegrown terror attack does not happens in India, but another attack planned in pakistan soil will be a setback to relationship.

Sub-continent is home of hyper-emotional people - In current scenario when every Indian thinks that every Pakistani wearing suicide jacket with RPG's is waiting to enter into India to kill them than any warmonger (Indian, Pakistani or third force) can take advantage of the situation and for your incompetent agencies and govt. it's very easy to point finger towards Pakistan and hide their failure. 26/11 is recent example, terrorists conducted operations and they can't do it without internal support and it was total failure of Indian intelligence and security agencies - I didn't see your agencies are able to catch the internal culprit who supported this act.

In short, I don't want any blame game again - to normalize the relation first both should accept that they are using proxies for tit-for-tat and stop this practice and then jointly work for counter terrorism, resolve disputes and after that even if they make no-visa requirement to visit each-other country i will support it.
