Below is a translation by Xinhua, mentioned that they ignore the Japan as the ODA provider for this project.
Billions-value Infrastructure projects recently completed with Japan aid to Vietnam, of course Japanese companies could take advantage of that too.

Vietnam's most modern expressway to open to traffic
English.news.cn 2015-02-07 12:09:32

HO CHI MINH CITY, Feb. 7 (Xinhua) -- The entire 55-km expressway linking Ho Chi Minh (HCM) City-Long Thanh-Dau Giay in southern Vietnam will open to traffic on Sunday, becoming the most modern of this kind to date operating in the country, according to a press release by the Vietnam Expressway Company (VEC) on Saturday.

The 55 km HCM City-Long Thanh-Dau Giay Expressway, with four lanes and a designed maximum speed of 120 km per hour, was built as part of the Vietnam North-South Expressway system.

Construction of the expressway began in October 2009 by VEC, with a total investment of 20.630 trillion VND (961.41 million U.S. dollars).

According to the VEC, after the expressway fully opens to traffic, the distance from HCM City to Long Thanh District will be reduced to 22 km from the current 45 km, and travel time will be shortened by 20 minutes from the current 60 minutes.

Besides, the distance from HCM City to Vung Tau City will also be shortened from 120 km to 95 km, and travel time from 2 hours and 30 minutes to one hour and 20 minutes.

Meanwhile, the distance from HCM City to Dau Giay (Dong Nai province) will only be 50 km with travel time in one hour, instead of 70 km and 3 hours, respectively, which will save transport fee for vehicles from 20 to 30 percent.

The expressway plays an important role in reducing traffic jams in the region, minimizing traffic accidents, saving time and transport fees for vehicles, as well as promoting business between southern economic hub HCM City and other localities in region, said VEC in its announcement.

EXCELLENT !!! Wow, Impressive ! This is testament to the Japanese Way of building and improving the lives of our partners. I hope to see greater cooperation with Vietnam and Japan. Our relations are significant, but it can improve further.

Additionally, I hope to see greater anti-graft, anti-corruption efforts to ensure that all Japanese investments in Vietnam go to the proper channels !

With Vietnam's improving infrastructure, its relatively large population, relatively affordable labor, it will become a favorable site for manufacturing off-shoring.

I will. And I would update many other projects as this is a small part of North-South expressway thousands kilometers including AH ( Asian Highway ). Mentioned that there many bridges to construct because Southern is high-dense of rivers.

The new express way is in red, as replacement for the old road in green.
Mentioned it pass by the mega project of Long Thanh airport which has capacity of 100 million passengers annual.

The bridge is the part with Japan ODA, the remain funded by ADB.
The 55km expressway is just a small part of national expressway but it's quite important when provide better access to the biggest city in Vietnam and link to the biggest airport of Southeast Asia in the future.

Big mistake. Only two lanes. All highways leading into a major city should be at least 3 lanes.

Yeah I wish that's 4 lane, not only 2.
As checked, in some roads, the basement are for 4 lanes, but just asphalted for 2 lanes.

Hai Van Tunnel Opens to Traffic
Hai Van Tunnel, the longest highway tunnel in Southeast Asia, was officially opened to traffic on June 5 after four years of construction, which would help reduce traffic accidents on Hai Van Pass and strongly benefit the central region.

Prime Minister Phan Van Khai cut the inauguration ribbon at a ceremony in Hue yesterday morning to kick-start the first traffic flow through the tunnel for government leaders, representatives of the Japanese Embassy in Vietnam, the Japan Bank for International Cooperation (JBIC) and local authorities.

The $151 million tunnel, funded by JBIC loans, will help vehicles slash the traveling time from the central province of Thua Thien-Hue to DanangCity to just a few minutes compared to the former traveling time of 45 minutes cruising on Hai Van Pass.

Built 1,172m above sea level, the 12-km tunnel is the first combined road, tunnel and bridge complex in Southeast Asia and one of the 30 largest and most modern tunnels in the world.

It is the gateway for the East-West Economic Corridor (EWEC), a huge project of ASEAN and the Great Mekong Sub-region (GMS) in particular.

The project will also foster socio-economic development in the region as it helps eradicate the traffic bottleneck, thus promoting freight transport and reducing transport costs.

The project, comprising of a 6.3-kilometer double tunnel, 1.6 kilometers of bridges and 4.3-kilometers of approaches, begins at Lang Co in Phu Loc District of Thua Thien-Hue Province and ends at Lien Chieu Industrial Zone in DanangCity. In parallel with the main tunnel, an emergency tunnel is also built to the east for evacuation of vehicles in case of danger.

The tunnel is equipped with a lighting system, a ventilation system, fire alarm and fire fighting equipment, a telephone, radio and camera system, and a traffic monitoring and control system with highly automated and modern functions, said Transport Minister Dao Dinh Binh.

The tunnel will help substantially improve traffic conditions over the dangerous Hai Van Pass, shortening the travel distance from 22 km to 12 km with a safe, effective and convenient tunnel system, he said.

All kinds of automobiles are allowed to go through the tunnel, except for those transporting poisonous and flammable substances, explosives and other dangerous substances. The maximum speed inside the tunnel is 80km/h.

Some 2,500 vehicles use the pass each day and the tunnel is expected to accommodate from 7,000 to 8.000 vehicles a day by 2007, according to figures from the Project Management Unit 85 - the tunnel’s management.
