I posted here already, now, I will post again what Karl Max said: "poor and oppressed nations need help, but help must come from friendly countries". India-Russia-France (maybe US ) r our friendly countries now, so any help from friendly countries is always good for VN, while JP is still not, they worry that VN could become strong like SK and beat their business like what SamSung is doing to Sony now.

But things may change when both VN-JP join the TPP.

Its for this reason India isnt't(and i dont think it will anytime soon) a U.S ally, since they are already too big and selfish of their sovereignty to be a U.S ally(which means of course subordinate/junior partner). Its for this reason, i think that India has resisted being a U.S ally, despite both countries sharing a mutual wariness against China. India doesnt want to be a junior partner and want to also be respected a 'big boy' in its own league. However thats unlikely to happen, since India is still quite weak and realies mostly on imports to meet its defence needs(which is a major factor to judge a world power), and its world trade is miniscule(smaller/not much bigger than even south Korea), so its ability to influence world issues/business/markets is very very limited compared to the U.S , China, E.U , Japan and even Russia. So reason the U.S doesnt want to recognize it as an equal partner/ally for now. For Vietnam who is much more poorer(not sure about this though.llol) than India, and far far weaker than India, its easier for the U.S,Russia, France to get contracts/negotiate with Vietnam and cut deals on their own terms with a weaker country than with a strong country. Why would they want a strong Vietnam?lol Things are ok as it is right now, so no reason for them to want a more stringer Vietnam who might not always agree with them or their interests. So stop dreaming tforeign powers want you to be stronger and that they will 'help' you achieve that. thats quite naive to be honest my friend Niceguy. Vietnamese people need to rely on themselves, make their governments accountable and transparent, implement policies to develop human talents/skilled workforce, since the risk for Vietnam is if companies that want to invest in your country can’t find the workforce they need, they will look elsewhere. Human infrastructure is as important as physical infrastructure, Vietnam also needs to focus on making its workforce more productive and alleviating skills barriers to labor mobility. So in short Vietnam needs to develop both its human and physical infrastructure and make itself attractive to foriegn high tech company to want not only to invest in assembly but also training/recuiting vietnamese skilled workers(thsi again requires a strong educational sector/vocational training). Companies/countries will invest in your country as far as they see you have the necessary infrastructure/base to provide them with a good Return on their investment, whether you are a friend or not, doesnt matter one bit. Just like we have been investing in China(which we still consider a major rival/threat), not because we love them or want to 'help' them, simply because we know our companies have a good chance of doing good business/reaping huge profits from operating there(since they already have all the above i mentioned, which attracts our companies), same will be the case with Vietnam. This is the key to long term/sustained development which other Asian tigers followed and prospered, not through aid or help from 'friendly' countries.:lol:. If you are waiting for 'help' from friendly countries then im afraid you will have to join the African 'aid' development queue since they have been there waiting for 'help' from foreign powers/rich countries before Vietnam.:rofl:, so if you keep this mentality im afraid Vietnam will remain one of the poorest(more than even philippines.:disagree:) countries in south East Asia/Asia for a long time to come. The government of India also agreed to provide loan to Vietnam for financing purchase of equipment and supplies, including USD 100 million for Vietnam sourcing India produced naval patrol ships. Would that increase the dependence of foriegn military equipment and decrease the independence of developing Vietnam's heavy industrial ability?

Well its true India might, but then again, i dont think it has the capability to do so yet(for now). Its still has to be able to meet its own defence needs first before even thinkig of being able to meet that of Vietnams and other countries in the region. So i think this is just a strategic message India is trying to send. Nothing much. But if it was say Russia, then i will agree, since it has the capabilties to meet not only all of Vietnams defence needs, but also lock it into a chronic military dependency on it by issuing such loans.

The Chinese corruption is different from other third world corruption, since at least our corrupt officials have still done something for their country.

Japan is in the same league with you, and even more advanced technological in many fields. So saying they are not in the same league is indeed not correct. Moreover as i said, the average Japanese is way way way more productive than the average Chinese. As for Vietnam and China corruption, i already mentioned the reasons why China despite being as corupt/if not more corrupt than Vietnam, its still mrore industrialized/advanced. You should go again through my points i mentioned earlier bros.:D But its not really because China is less corrupt than Vietnam per se(i dont think it is, since your corruption is as huge as thsat of Vietnam, some will say even more),the reason lies somewhere else, which i mentioned earlier. So it has nothing to do with China is less corrupt than Vietnam or others. For the 2 communist countries are very much similar.:P

Well, we in the E.U(which i believe you mean by western world.:D) though united under the E.U are still relatively loose when it comes to acting as one country, reason the U.S is still the single largest/most powerful country on planet earth. Even though as a block we are bigger than the U.S economically, but each country is still a country, which kind of dilutes our economic weight since we cant act as single country. Moreover, its also due to historical factors, of which the 1st and most importantly the 2nd world war played out. so this made us come together more closely than we would have otherwise.

So as of now, though we also sometimes have issues/differences with the U.S, but overall we know that having the U.S as the world's super power still serves our interests better than having say Russia or China. From the international organizations which we control together(i.e World Bank, IMF, SWIFT, UN security council, ICC, etc) to our shared world view of maintaining our values/way of life and shaping other countries/regions in our own way/image:D, to imposing them, to coercing other stubborn powers to follow our set rules/instituitions/world order etc. So all these makes us strong allies(even though its obviously led by the U.S, but then again, there shluld always be a leader in everything, else a group will have no real vision and will dissolve/be less effective, this is the main reason i dont see ay of you developing counjtries ever being able to challenge us, since you are all too divided, have ego, and everybody wants to be the leader even when they know they are farbless weaker/not powerful enough.:lol: So we can easilly play you off one another without much effort.:D:P . So there you go, in short our interests match/we gain much more from being partners/allies(even though again led by the U.S, but so what? afterall, they are way ahead of any country in the world, so they are a worthy leader, if things change in future then of course our view will change as well, but as of now its not the case.), hence we will stick together than otherwise.:bunny:

Unlike Congo or other Africa nation, VN have a very special location, we r in the center of ASEAN region, share the land border wt China and have a long conflict wt China in East sea (SCS). East sea (SCS) also have a very special location where 70 % JP-SK-China oil tankers must pass through. It also the oil route from Singapore to Guam of US. If China can control East sea (SCS), then JP-SK-Guam will be put under great threat. Okinawa base will become meaningless coz China will cut of its oil route from Middle east to JP.

And China only can control the whole East sea when VN is weak . So, weak VN will be even worse for US than strong VN, Russia-India our long time friends also want a strong VN coz they need VN to contain China's expansion from the South, weak VN simply can not contain China for them (thats why Soviet didnt help Congo or North Korea much, but they did everything they could to unify VN in 1975 ).

Thats why India-Russia-France and maybe US prefer strong VN to weak VN, and they r helping us in improving transparency . Now VN leaders must work harder for the benefit of VN to pass the confident vote :pop:

If u still dont understand, then do u know why China must set up ' a string of pearls' and do u know where is it ??

I'm a technician, so I don't have more idea than what I have read in newspaper here in Vietnam. Vietnam is developing country, poor and backward. ODA Loan is important for us in first step to develop our country after Vietnam war, country is fully destroyed, and we don't have money. I think Vietnam can play this game in short time. We have stop receive ODA in reasonable time when our public debt is reached to permited amount. I agree with you.

However, base on my experience I think ODA project is good for VN technically. For example, for the technology transfer. After Haivan tunel completed. We could designed and built Deongang Tunel by ourselves.
Bro, if we can improve our transparency, we can borrow more money wt cheaper interest rate from W.B, and we dont have to use low quality JP product wt high price,too.

And why we still cant improve our transparency ??/ BCz 'free' JP ODA keep our corrupted,stupid official alive. Just like some stupid pro-Soviet officials made us believe that 'Moon in Soviet is nicer than in US, Soviet's watch is better than Swiss's watch !' until Soviet collapse.

The earlier you remove that word friend from your mind, then the earlier you will start seeing things more realistically(though as common civilians you are my good real friend though.:cheers::D). Moreover they already know that no matter how they might try, Vietnam doesnt really stand any chance against China in a Naval confrontation to be honest. You say Russia will support Vietnam to contain China?:rofl: I hope you are joking bro?o_O Right now the last thing Russia wants from Vietnam(which to be honest, it doesnt have the capabilities to at all by the way) is containing China. They both have a much more deeper/mutual world interest/relationship with the Chinese than with little Vietnam. You dont even future in their radar when they look at the big picture to be honest. coupled with our sanctions on stubborn Russia, it has even deepen their relationship even more. So forget about moscow, if you ever have any conflict with China, then expect them to stay quite(and even support the Chinese silently), since they have nothing much to gain from Vietnam, as they know you will keep buying their weapons which is all they want/get from you anyway. As for the U.S they already have bases spread all over the region and they patrol the SCS all along, so the only thing Vietnam can help in this regard is by providing a military base to the U.S close to China, so they can betteer monito their activities(though i know VCP wont agree obviously).Vietnam can be of use to the U.S as a leveraged against China though, but not really a credible deterent to contain China, that title belongs to Japan, who has all the capabilities to this.:D As for India is simply a NO comment........

So Vietnam should care/believe only on itself and strive as much as possible to develop, since its only through developing into a wealthy country, that you do attract others respect/attention/consideration. They will never help you get there, since they themsleves have their own issues to sort out, and you are better off weak to them anyway. Vietnam should wake up and smell the coffee.:coffee:
