Dude a fact is no matter how much conventional military vietnam develops it would never be enough to seriously challenge china if usa and russia don't come to your aid.
The only way they can seriously challenge china is to develop a WMD once you have that you wont need any foreign support and china wont be foolish enough to attack you

We don't intend to challenge anyone, those of our toys are simply for the purpose of protecting land, sky and waters of Vietnam.

China doesn't only deal with a country, she has dozens of enemies.

VN has also wanted some WMD toys, and had also actions, but unfortunately the program had stopped after the Soviet collapse.

Wars between China and Viet Nam have never been Total War. China won't ever muster more than 20% of their conventional forces (aircraft, ships, tanks, guns) to attack Viet Nam . Our military doctrine has never tried to match 1:1 ratio against China because it's not realistic for us and for them to divert so much of their forces to go to war against a nobody like us. That's why we're more than confident to challenge them in a war from air, ground, to sea with our conventional forces

We dont want war with any country. We simply protected waters inside EEZs and Islands of Vietnam.

China has a power, so go far out to compete with the U.S in Pacific Ocean instead of bullying small countries of ASEAN to rob their EEZs only in small SCS...

It looks like not the submarines or frigates or other weapon would stop china invasion.

In the fact, the wars and the clash between China and Vietnam in modern times, the Vietnamese side also was never a "total war":

In 1974 China's navy attacked Navy of South Vietnam to invade Paracel Islands while South Vietnam was flooding in Vietnam War on mainland.

In 1979 China attacked Vietnam border while Vietnamese regular forces were fighting against Khmer Rouge in Cambodia. So PLA has only faced with Vietnam local troops and Vietnamese militia [mostly women].

In 1988 Chinese attacked transport ships of Vietnam Navy and transport-building soldiers who did not have any weapons, at Spratly Islands.
