Vietnamese government is following Deng Xiaoping's Four Modernizations

I am surprised at the intelligence exhibited by the Vietnamese government. It looks like they are following Deng Xiaoping's Four Modernizations. They care more about modernizing their economy and country than antagonizing the behemoth next door.

ArmchairPrivate (see his post below) is right. Vietnam needs Chinese investment (in infrastructure, building factories, technology, educational assistance, etc.).

Environment - China is a big mass, Vietnam is a smaller mass. Vietnam is right near to China. The gravitational pull is just too great for Vietnam to escape.
Opportunity - China is on the rise. It would be a long long long time before China declines. It would be a long wait for Vietnam.
Effort alone will not do. The harder you struggle, the tighter you are bounded.

Vietnam will suffer if it doesn't get along with China. If it was possible, Vietnam would have already been a great nation. But it never was. Even in its glory days, it still had to answer to China, except may be during the French rule.

Vietnam's Trade Deficit With China $6.55 Billion in Jan-Apr Period

HANOI--Vietnam's trade deficit with China stood at $6.55 billion in the first four months of this year, sharply higher than the country's overall trade deficit of $723 million during the period, the Vietnam Customs Department said Thursday.

Vietnam's imports from China came up to $10.43 billion in the January-April period, up 30.9% from a year earlier, the department said in a statement.

Meanwhile, Vietnam's exports to China fell to $3.882 billion from $3.895 billion during the period, it added.

China's largest exports to Vietnam in the period included machinery with a total value of $1.707 billion, mobile phones and accessories at $1.569 billion, and computers and accessories at $1.408 billion, the statement noted.

Major Vietnamese commodities exports to China were casava valued at $453 million, rice at $381 million and natural rubber at $291 million.

China has been Vietnam's largest trading partner since 2004. Vietnam's trade deficit with China was $16.397 billion last year.

Potential means you have the ability to succeed if you get your act together and put in effort. I'm neither as sympathetic nor nationalistic as many Viet posters here because I don't live in Vietnam, I have no need to make excuses for a country which I know is still struggling internally and externally. Trong những ngày qua, trên các trang mạng và báo nước ngoài rộ lên thông tin xuyên tạc vụ việc Nguyễn Phương Uyên, sinh viên trường Đại học Công nghiệp thực phẩm TP Hồ Chí Minh, là cán bộ đoàn trường, phát thanh viên nhà trường, đã tham gia hoạt động chống đối Trung Quốc, bị lực lượng an ninh bắt giữ. Đồng thời, 109 sinh viên của trường này đã đồng ký đơn gửi lên Chủ tịch nước đòi trả tự do cho Phương Uyên. Vậy sự thật về vụ việc này như thế nào?
Vi phạm pháp luật Việt Nam
Ngày 19/10/2012, Cơ quan An ninh điều tra Công an tỉnh Long An đã ra quyết định khởi tố vụ án hình sự, khởi tố bị can, bắt tạm giam Đinh Nguyên Kha và Nguyễn Phương Uyên với thời hạn 4 tháng; nhằm làm rõ hành vi của Nguyên Kha, Phương Uyên và một số đối tượng khác có liên quan, vì đã tiến hành các hoạt động tuyên truyền chống Nhà nước CHXHCN Việt Nam, theo quy định tại Điều 88 Bộ luật Hình sự.

Đối tượng Nguyễn Phương Uyên.
Đại tá Nguyễn Sáu, Phó Giám đốc Công an tỉnh Long An, Thủ trưởng Cơ quan An ninh điều tra tỉnh Long An cho biết, ngày 11/10/2012, cơ quan chức năng tỉnh Long An đã kiểm tra, phát hiện tại nhà Đinh Nguyên Kha, địa chỉ 584, quốc lộ 62, phường 6, TP Tân An, tỉnh Long An nhiều bằng chứng về việc Đinh Nguyên Kha tán phát tài liệu có nội dung vi phạm pháp luật Việt Nam. Quá trình điều tra đã chứng minh Nguyên Kha và Phương Uyên cùng thực hiện hành vi vi phạm pháp luật này theo sự chỉ đạo của Nguyễn Thiện Thành (một đối tượng quê ở Long An, vi phạm pháp luật Việt Nam và bỏ trốn ra nước ngoài, là thành viên cái gọi là “Tuổi trẻ yêu nước”, mà thực chất là một tổ chức phản động), để tiến hành các hoạt động tuyên truyền chống Nhà nước CHXHCN Việt Nam. Trong bản nhận tội, Đinh Nguyên Kha khai: Thành đã đề nghị Kha nghiên cứu chế tạo bom và hướng dẫn Kha làm kíp nổ từ bóng đèn. Kha báo đã thí nghiệm thành công việc chế tạo kíp nổ và Thành cho biết sẽ giao nhiệm vụ cho Kha đặt bom tại một địa điểm… Do Phương Uyên là đồng phạm với Đinh Nguyên Kha, nên Công an tỉnh Long An khởi tố và thụ lý cùng trong một vụ án.
Theo thượng tá Lê Hồng Hà, Phó Thủ trưởng Cơ quan An ninh điều tra TP Hồ Chí Minh, vào hồi 7 giờ 15 phút ngày 10/10/2012, một cán bộ công an của quận 10 đã phát hiện dưới cầu vượt An Sương (TP Hồ Chí Minh) có một số truyền đơn mang tên của tổ chức phản động “Tuổi trẻ yêu nước”. Nội dung của truyền đơn xuyên tạc, bịa đặt chính sách tôn giáo, chính sách đất đai của Đảng và Nhà nước ta cũng như bày tỏ quan điểm lệch lạc về chủ quyền đối với hai quần đảo Trường Sa, Hoàng Sa và biên giới trên đất liền giữa Việt Nam với Trung Quốc. Quy kết Đảng Cộng sản Việt Nam tha hóa, phản động, không lo cho dân và kêu gọi, kích động biểu tình chống lại Đảng và Nhà nước CHXHCN Việt Nam… Cơ quan an ninh đã thu giữ tại chỗ 723 tờ truyền đơn, khẩu hiệu và một thùng giấy dán 1 cờ vàng ba sọc đỏ.
Quá trình phạm tội
Trong bản nhận tội viết tay của mình, Nguyễn Phương Uyên khai: Việc rải truyền đơn do Kha và Uyên cùng thực hiện. Trước đó, ngày 3/10, Kha đã đến tìm Uyên, dùng xe máy chở Uyên đến khu vực cầu An Sương để quan sát hiện trường tán phát truyền đơn. Để việc tán phát truyền đơn có hiệu quả, có nhiều người nhặt truyền đơn, Kha đã giao cho Uyên 2,5 triệu đồng để Uyên đổi tiền có nhiều mệnh giá khác nhau rồi Kha dán vào mặt sau của hơn 2.000 tờ truyền đơn, mỗi tờ một tờ tiền Việt Nam có mệnh giá 20.000 đồng, 10.000 đồng hoặc 5.000 đồng, bỏ vào trong một thùng giấy cùng với một số cờ ba que sọc đỏ. Đồng thời, Kha đã tự chế một thiết bị hẹn giờ theo chế độ báo thức của điện thoại di động, khi rung lên thì hộp giấy này tự động mở nắp, truyền đơn được rải xuống đường.
Rạng sáng 10/10, dưới sự chỉ đạo của Thành, Uyên cùng Kha đã vào vai cặp tình nhân, từ Long An đến cầu vượt An Sương treo hộp chứa truyền đơn. Sau đó, Kha và Uyên quay lại để quay phim, chụp hình hiện trường cảnh các cơ quan chức năng đang thu giữ truyền đơn, rồi gửi cho Thành qua mạng Facebook. Sau đó, Uyên còn viết bài kể lại quá trình treo hộp truyền đơn, quay phim, chụp ảnh hiện trường rồi gửi cho Thành qua Yahoo.
Uyên khai rõ: Khoảng tháng 5/2012, Uyên quen biết Nguyễn Thiện Thành qua Yahoo Messenger, biết Thành là thành viên thuộc tổ chức “Tuổi trẻ yêu nước” và đã tiến hành nhiều hoạt động tuyên truyền, chống phá Nhà nước Việt Nam. Sau đó, Thành đã giới thiệu để Uyên trao đổi, làm quen với Kha (quê ở Long An, sinh năm 1988, nghề nghiệp sửa chữa máy vi tính). Dưới sự chỉ đạo, hướng dẫn của Thành, Uyên đã thực hiện một số hoạt động cụ thể như: Ngày 20/8/2012, Uyên đã mang hình vẽ hình cờ vàng ba sọc đỏ; dùng máu pha loãng viết tay trên tờ vải trắng dòng chữ nói xấu Đảng Cộng sản Việt Nam đi dán ở một số điểm trên đường quốc lộ 28 tại Bình Thuận và dùng điện thoại di động chụp ảnh lại (tổng cộng 19 file ảnh) sau đó gửi cho Thành đăng trên trang web “Tuổi trẻ yêu nước” và trên trang Facebook cá nhân của tên người dùng “Nguyễn Tấn Cường”.
Ăn năn hối lỗi
Sau khi bị bắt, Uyên rất ân hận và thành thật nhận tội: “Bản thân tôi nhận thấy việc mình làm đã vi phạm pháp luật Nhà nước Việt Nam, chống lại Đảng Cộng sản Việt Nam và Nhà nước CHXHCN Việt Nam, giúp cho tổ chức phản động chống Đảng, Nhà nước”. Uyên lý giải sở dĩ Uyên làm việc này vì: “Do trong thời gian đó tôi gặp khó khăn về mặt kinh tế, gia đình có nhiều chuyện xảy ra nên những việc làm này đều nhằm mục đích lấy lòng tên Thành để hắn cho máy laptop, điện thoại và hỗ trợ học…”. Uyên bày tỏ mong muốn Đảng và Nhà nước sẽ khoan hồng, tha thứ, với mức án nhẹ để Uyên tiếp tục việc học hành, trở thành người công dân hữu ích, chuộc lại lỗi lầm của mình
