You may misunderstand the meanings of peaceful rise. China's peaceful rise means China would try to avoid getting involved in new large-scale world war, it doesn't mean China will not enter into some regional war.

if you want to go this route, one could also say vietnam was controlled even during many of china's weakest times, in the three kingdoms period for instance, china was divided and fighting among itself yet the southern state still controlled vietnam. as for the mongols and manchus, steppe people do not make for good fighter in the jungle. and they assimilated nayhow, they may have been foreign invaders at one point, but to rule china they had to become chinese, case in point, twice as many mongolians are chinese citizens than mongolian citizens, the manchus.. well i don't have to say anything about that. this is clearly different from say, the british experience in india
