in short, they have refineries in Venezuela but all of them are crippled by US sanctions and they can't build spare parts but guess who can? Iran, so we are repairing there refineries meanwhile they do not have fuel because of US sanctions and again guess who is independent in fuel section? Iran, so we give them fuel until we can get those refineries up and working again.
