instead of making large bombs, a new innovative german technology has emerged using a cluster of nano bombs that would not register on the enemy radar.

means of propulsion: magnetic propulsion using the magnetic field to "throw" the nano bombs towards a target. the bombs cannot be fuel propelled coz they are nano.

possible countermeasures: flame based weapons.

possible lack of countermeasures: since they cannot show up on the radar, the enemy would not know when or which direction to counter from.

Yes.. But how big and how powerful. Dispersing them at point blank range and attracting them from miles away are totally different.
