USA disappointed in Afghan leaders. $1 billion funds canceled

The United States is proud of our partnership with the Islamic Republic of Afghanistan and the Afghan people, and admires what Afghanistan has achieved since 2001. We have forged a deep bond, especially with Afghan security forces, through shared sacrifice in responding to threats to international peace and security since 2001. Underscoring the national priority the United States attaches to helping bring about a political settlement to forty years of devastating war, Secretary Pompeo came to Kabul today with an urgent message. He spoke directly to the nation’s leaders to impress upon them the need to compromise for the sake of the Afghan people.

The United States deeply regrets that Afghan President Ashraf Ghani and former Chief Executive Abdullah Abdullah have informed Secretary Pompeo that they have been unable to agree on an inclusive government that can meet the challenges of governance, peace, and security, and provide for the health and welfare of Afghan citizens. The United States is disappointed in them and what their conduct means for Afghanistan and our shared interests. Their failure has harmed U.S.-Afghan relations and, sadly, dishonors those Afghan, Americans, and Coalition partners who have sacrificed their lives and treasure in the struggle to build a new future for this country.

Because this leadership failure poses a direct threat to U.S. national interests, effective immediately, the U.S. government will initiate a review of the scope of our cooperation with Afghanistan. Among other steps, we are today announcing a responsible adjustment to our spending in Afghanistan and immediately reducing assistance by $1 billion this year. We are prepared to reduce by another $1 billion in 2021. We will also initiate a review of all of our programs and projects to identify additional reductions, and reconsider our pledges to future donor conferences for Afghanistan. We have made clear to the leadership that we will not back security operations that are politically motivated, nor support political leaders who order such operations or those who advocate for or support parallel government.

The United States remains convinced that a political settlement is the only solution to the conflict. We note that Afghan leaders are acting inconsistently with their commitments under the Joint Declaration, chiefly failing to establish an inclusive national team to participate in intra-Afghan negotiations or take practical steps to facilitate prisoner releases by both sides as a confidence-building measure to reach a political settlement and achieve a permanent and comprehensive ceasefire. We are proceeding with the conditions-based withdrawal of our forces in accordance with the U.S.-Taliban agreement.

Should Afghan leaders choose to form an inclusive government that can provide security and participate in the peace process, the United States is prepared to support these efforts and revisit the reviews initiated today.

The United States is not abandoning our partnership with Afghanistan, nor our commitment to support the Afghan security forces, but reviewing the scope of our cooperation given the irresponsible actions of Afghan leaders. To illustrate America’s steadfast commitment to the Afghan people, the United States will be providing $15 million in assistance to help combat the spread of the coronavirus in Afghanistan.

This will adversely affect the peace process as less money means less warlord loyalty bonus.

If Kabul wants to continue fighting and not pursue peace.....then it should use its own money. The Americans should not be expected to spoon feed them forever. Hospitals in NY are running low on masks and don't have enough respirators...and Kabul expects billions in aid forever. Ghani and friends are in for a rude awakening.

Not gonna happen. These nationalist invited Soviets to burn their country to the ground just in the hope that the Soviets would than turn to Pakistan.
Really true. They talk about their proud country and stuff and grandeur.
But if you simplify things, it can be summed into 2 sentences.
The afghan political elite don't want a deal with taliban and wanted Americans to keeping occupying their land and continue to pay to run their country and fight the forces which killed 2000 Ana in 1 year and which they have not been able to defeat 20 years.

Lol, Pompeo visited Kabul yesterday silently. He scolded Afghan govt so we can expect talks between taliban and them to commence soon. As far as ptm is concerned, well there is separate transaction for them.

The history is repeating itself again. Back in 89 Russians asked Afghan leaders to come to terms with each other however it never worked out and then everyone started fighting everyone. Unfortunately, it is happening again with US asking them to accept the ground realities however they sadly cannot accept it. The days of civil war are near i just hope it doesn't spill over to Pakistan.

If Trump is coming to power next term, he will eventually remove US from any engagement which is not bringing any direct financial benifit to US....So now it is not like what is wish list of Afganistan, rather it is almost sure than US is withdrawing from Afganistan and leaving a bigger mess in our neighourhood to deal with it...

If West leaves Afganistan without any financial support, then Afganistan will be bloodier than even Syria...I feel pity for those people...They should start thinking developing themselves as a nation rather than fighting with each other in the name of tribes and other differentiating factors..

Actually no. Both factions belive they can keep the taliban away from their main stronghold cities with or without usa help. So they dont care what usa says.
USA it self cannot let ANA fail which it has invested so much. So its going to pressure both parties into a deal

All the regional players -- Iran, Russia, China, and Pakistan -- wanted US out of the region. They have succeeded. So let them pay for Afghanistan. US has wasted enough money there, no need to waste more.

They felt their militias took back Kabul with American assistance...so they should rule (warlord thinking). They don't care if the Americans leave. They have skimmed billions already and looted the ANA of weaponry. The panshir valley has been hardened and the jihadi militia structures developed during the Soviet invasion, is being reactived. They have old ties with the IRGC and Russia. They can continue to fight if the Americans leave. It's Ghani that is in the weak position. The ANA would dissolve within hours if the USA cut significant funding.

Ghani has close ties with some of tribal anti taliban pushtoons but you are right..ghani is in a weak position here and abdullah doesnt care if afghanistan goes back to fractured country. They expect that too happen anyway

You cant choose your neighborhood ..it will spread over like it did in the 1990s
