China never complain about the shield. China only say that putting up a shield no matter how useless does little to promote friendship between neighbors.

That be like saying having ballistic missiles does little to promote friendship especially considering Japan doesn't have any nuclear weapons or ballistic missiles because of its Constitution that prevents that. All it can carry is its "useless" shield and cannot retaliate in kind. China has ballistic missiles and Japan has missile defense.
