If, by regional super power, you mean India, then I will reply by analogy.
The US is more than capable, by itself, to physically isolate and blockade Iran. However, it chose to push for international sanctions instead and get the international community to put pressure on Iran.
The moral of the story is that, just because you are physically capable of doing something, doesn't mean it's the best way to achieve your goals.
US is doing India's dirty work ? On Sri Lankan politics, US relies on India to play the regional power role.
During the final stages of the war, US was prepared to evacuate 200,000 civilian trapped in the No Fire Zone , but India through its Defence Sec Shiv Shanker Menon prevented US interference by giving a false picture on "permissive" environment, although LTTTE was ready for a cease fire .

The UN resolution against Sri Lanka was initiated by US but watered down by India, the amended resolution has no bite on Sri Lanka. India has soft spot for Sri Lanka (not the case with Tamils) and will go out to cool down US
"I think my war is part of the South Asian campaign against terrorism. In fact, by eliminating the LTTE militarily, I have fought India's war," Rajapaksa said.
