US wants accord between Afghanistan, Pakistan

WASHINGTON: To curb cross border terrorism, restrict movement and to ensure that respective territories are not used as safe havens by militant outfits, the Trump administration is vying to lay out a formal agreement between Pakistan and Afghanistan.

"As part of this effort with help from our allies, we are looking at an agreement between Afghanistan and Pakistan that neither side's territory would be used against the other," Zalmay Khalilzad, US special representative for Afghanistan Reconciliation, told the House Committee on Oversight and Reform Subcommittee on National Security.

During a hearing on the Afghanistan Strategy yesterday, Ambassador Khalilzad noted that part of the challenge was the regional environment, and Pakistan in particular. "The Pakistani leaders have been helpful for the effort that I have been making to encourage a political settlement," he said, adding that by the time negotiations with the Taliban are over, the bilateral agreement between Pakistan and Afghanistan could also be achieved.

It's pertinent to mention that Pakistan has already made efforts to secure the largely porous frontier with Afghanistan by erecting a fence along the border. It was a unilateral step that started in 2017. To monitor and cease movement of militants from Afghanistan, it also wants to set up hundreds of new outposts.

"One benefit of peace in Afghanistan is connectivity and trade and economic development in the region, "Ambassador Khalilzad further said "one potential implication and positive one is a greater economic trade and cooperation that links Pakistan, Afghanistan, to Central Asia for the benefit of all."

Ambassador Khalilzad acknowledged Pakistan's efforts for peace in its neighboring country. He also told the members of Congress that the US and Afghan government jointly declared their commitment in February to reach a comprehensive and sustainable peace agreement to end the war in Afghanistan, including: guarantees to prevent the use of Afghan soil by any international terrorist groups or individuals against the security of the US and its allies; a conditions-based timeline for the withdrawal of all US and Coalition forces from Afghanistan; a political settlement resulting from intra-Afghan dialogue and negotiations between the Taliban and an inclusive negotiating team of Afghanistan; and a permanent and comprehensive ceasefire.

Addressing concerns of human rights violations, women rights and sustainability of an agreement with the Taliban, along with Pakistan's role in this regard, Ambassador Khalilzad told the Committee that the US intends to use economic, diplomatic leverage as well as political relations, assistance programmes to shape behavior.

"I think we will continue to have leverage in Afghanistan, and we will use that leverage to make sure that our values are respected and to the maximum extent possible."

Regarding the timeline for the withdrawal of US and coalition forces, Khalilzad said, "We are on the path to reduce troop levels to between 4,000 and 5,000 by this fall and further withdrawals will be determined based on conditions on the ground and delivery by the Taliban on their commitments.

Khalilzad is a pragmatist. He understands that Afghanistan should not repeat the mistakes of its past. Antagonizing Pakistan over Durand line or Pashtunistan is an effort doomed to failure (as it has in the past.....numerous times). Pakistan offered a no war pact to Afghanistan when new regime in Kabul was formed..... Afghans refused it. They had unconditional USA support at the time. Its funny how USA today is pretty much in sync with Pakistan's stances early in the conflict.

In my opinion, soft union between Afghanistan and Pakistan is the only viable option to ensure that expansionists on both sides are appeased.

Afghan government is too weak to have any relations with. Afghanistan will plunge into another round of civil war if current Kabul regime drags on further.

Hence the peace talks between the Afghan Taliban and Afghan regime, to come up with some kind of a power sharing agreement in the interim and presumably a consensus on how future governments will come into place.

Khalilzad's vision, and that outlined by some members on this thread, is dependent upon peace in Afghanistan which depends largely on successful intra-Afghan negotiations.

That said, this was a strong expression of support and confidence in Pakistan from Khalilzad, in front of a US Congressional committee no less. Long term observers will note how dramatic the shift in tone this is.

Afghanistan is a failed country without any future. Its neighbors should cannibalize it and take off parts that align with them ethnically. For example I wouldn't mind Pakistan taking in the Pashtoon parts of Afghanistan, merge it with KPK or make a FATA and bring them out of the stone ages.

Americans will say or do anything they have to just like the Pakistanis.

Fact of the matter is, Pakistan and the US are only 2 parties being discussed, there are over 100 intelligence agencies working in Afghanistan.

US is likely to outsource next phase of war to private contractors.

The only government Pakistan should have formal ties with is the Islamic Emirate of Afghanistan, and not the current, globally recognized puppet government of the US.

I don't mind it, either. But, it would probably pave the way for their wet dream they call Pashtunistan in the future and Pakistan loses more land.

We do not want anything that the US wants. For one once US is out and Taliban are back, Pakistan's western front will become secure as it was previously. We hardly need a US brokered deal that is not worth the paper its written upon. Pakistan has nothing to gain from keeping Afghanistan hot as long as India remains out.
This may also be the first time that Trump would not make it to second term so ifs that the case we should well be looking at the new administration.

Just ensure that Durand line is a permanent line, and ask for any assurity you want. Well, USA and Afghanistan, you guys will feel lucky, and you will see another dimension and a new peak of Pakistani cooperation, then.
And to USA, make us safe, and trust me, you can not find a better friend than Pakistan. We are reliable, efficient and above all, we exactly know, what we are doing. This is the major difference between us and your so called new friends.

So Dear USA, the ball is in your court.

We should aim higher. Durand line will not change in any scenario. If uncle Sam wants to co-sign the deal then we should request an FTA and USD debt amnesty. For the Amercians....a deal between Kabul Regime-Taliban-Pakistan is more important and a fake peace deal between UAE and Isreal.

If any of you guys have relations in the army, I am so disappointed seeing that you guys want to break Afghanistan knowing that you have a Pashtoon population. Thank god, you guys are only good keyboard warriors. Remember, Pashtoon of Pakistan for 20 years lived like they had no home. Now try something new and you will get some really bad internal problems. Then you will be fighting a 2 front war. I am Pakistani btw.

Any so called 'absorption' of Afghan territory MUST be done only if the native residents of that land wish it.

Plebiscite, referendum, tribal jirga ...whatever you want to call it, it needs to be done in a transparent manner, otherwise Pakistan just ends up fighting a larger insurgency in a larger area.

If that happen what I have just suggested, we will no longer be needing any kind of amnesty.
