Obama Administration Ends Pentagon Program to Train Syrian Rebels

LONDON — The Obama administration has ended the Pentagon’s $500 million program to train and equip Syrian rebels, administration officials said on Friday, in an acknowledgment that the beleaguered program had failed to produce any kind of ground combat forces capable of taking on the Islamic State in Syria.

Pentagon officials were expected to officially announce the end of the program on Friday, as Defense Secretary Ashton B. Carter leaves London after meetings with his British counterpart, Michael Fallon, about the continuing wars in Syria and Iraq.

“I wasn’t happy with the early efforts” of the program, Mr. Carter said during a news conference with Mr. Fallon. “So we have devised a number of different approaches.” Mr. Carter added, “I think you’ll be hearing from President Obama very shortly” on the program.

A senior Defense Department official, who was not authorized to speak publicly and who spoke on the condition of anonymity, said that there would no longer be any more recruiting of so-called moderate Syrian rebels to go through training programs in Jordan, Qatar, Saudi Arabia or the United Arab Emirates. Instead, a much smaller training center would be set up in Turkey, where a small group of “enablers” — mostly leaders of opposition groups — would be taught operational maneuvers like how to call in airstrikes.

While many details of the new approach still need to be worked out, President Obama endorsed the shift in strategy at two high-level meetings with his national security and foreign policy advisers last week, several American officials said.

The change makes official what those in the Pentagon and elsewhere in the administration have been saying for several weeks would most likely happen, particularly in the wake of revelations that the program at one point last month had only “four or five” trainees in the fight in Syria — a far cry from the plan formally started in December to prepare as many as 5,400 fighters this year, and 15,000 over the next three years.

Already, the Pentagon has announced it was “pausing” the transfer of trainee candidates in Syria to training sites in Jordan and Turkey. Several dozen opposition fighters already at the training sites are likely to complete their instruction — learning to help call in allied airstrikes and operating 122-millimeter mortars — and they will be placed in opposition groups in Syria to enhance their combat effectiveness, officials said.

“Training thousands of infantry was not the right model, I think that’s become pretty clear,” said another senior administration official, who spoke on condition of anonymity to discuss internal planning.

The official said the training was “to be suspended, with the option to restart if conditions dictate, opportunities arise.” The official also said that support to Sunni Arab fighters in eastern Syria was an example of focusing on groups already fighting the Islamic State, also known as ISIS or ISIL, “rather than using training to try to manufacture new brigades.”

The shift in strategy comes as critics in Congress have increasingly demanded that the administration make changes or face the elimination of the program altogether.

In a letter to the State Department, Pentagon and C.I.A. last week, four senators — three Democrats and a Republican — criticized the program. “The Syria Train and Equip Program goes beyond simply being an inefficient use of taxpayer dollars,” the senators wrote. “As many of us initially warned, it is now aiding the very forces we aim to defeat.”

The senators — Christopher S. Murphy, Democrat of Connecticut; Joe Manchin III, Democrat of West Virginia; Tom Udall, Democrat of New Mexico; and Mike Lee, Republican of Utah — were referring to the latest debacle to plague the program.

Some of the American-trained Syrian fighters gave at least a quarter of their United States-provided equipment to the Qaeda affiliate in Syria, the Nusra Front, the United States Central Command acknowledged in late September.

In a statement correcting earlier assertions that reports of the turnover were a “lie” and a militant propaganda ploy, the Central Command said it had subsequently been notified that the Syrian rebels had “surrendered” some of its equipment — including six pickup trucks and a portion of its ammunition — to the Nusra Front.

More broadly, the program has suffered from a shortage of recruits willing to fight the Islamic State instead of the army of President Bashar al-Assad, a problem Mr. Obama noted at a news conference last Friday.

Ended this one and probably started a new program.

Just couple of days ago, it was in the news that Saudi Arabia has sent 500 TOW missiles to cannibal zombies in Syria.

Saudi Arabia does not manufacture TOW missiles.

United States of America manufactures TOW missiles and sells them to Saudi Arabia.

So what is the difference? Cannibals are still receiving American arms, with full knowledge of US. Whether directly or through their Saudi allies who are in turn allied with United States.

Talk about ironies! Lol.

U.S. draws line on protecting CIA-backed rebels in Syria - CBS News

"... U.S. has been continuing its delivery to rebels of American-made TOW anti-tank missiles. Rebels have deployed the missiles to great effect over the last six months, and even more so in the last week, destroying dozens of Russian-made Syrian armored vehicles.

The CIA requires the vetted rebel groups it supports to take a video of every use of a TOW missile and to send the empty canisters back to American operatives in Turkey, according to Charles Lister, a Syrian expert at the Brookings Doha Center, a U.S. think tank branch in Qatar. A U.S. official confirmed the arrangement, speaking on condition of anonymity because he was not authorized to discuss the matter publicly.

The TOWs have "some potential if they can put enough in and the rebels are clever," said Jeffrey White, a former Defense Intelligence Agency analyst now at the Washington Institute for Near East Policy.

"They can cause the regime forces to either fail or have a difficult time making advances. That's at least indirect pressure on the Russians to either stop or do more."

But TOW missiles aren't designed to shoot down Russian jets and helicopters. And if Russian air power continues to blast away at CIA-trained rebels, a chilling message will be sent, White said.

"We've aligned ourselves to these guys, we trained them and paid them and sent them off to battle, and when the going gets tough, we're not there..."

Pentagon-trained rebels in Syria are reported to have "betrayed" their American backers and handed their weapons over to al-Qaeda in Syria immediately after re-entering the country.

Fighters with Division 30, the “moderate” rebel division favoured by the United States, surrendered to the al-Qaeda-affiliated Jabhat al-Nusra, a raft of sources claimed on Monday night.

Division 30 was the first faction whose fighters graduated from a US-led training programme in Turkey which aims to forge a force on the ground in Syria to fight against Islamic State in Iraq and the Levant (Isil).

A statement on Twitter by a man calling himself Abu Fahd al-Tunisi, a member of al-Qaeda’s local affiliate Jabhat al-Nusra, read: "A strong slap for America... the new group from Division 30 that entered yesterday hands over all of its weapons to Jabhat al-Nusra after being granted safe passage.

"They handed over a very large amount of ammunition and medium weaponry and a number of pick-ups."

Abu Khattab al-Maqdisi, who also purports to be a Jabhat al-Nusra member, added that Division 30's commander, Anas Ibrahim Obaid,had explained to Jabhat al-Nusra's leaders that he had tricked the coalition because he needed weapons.

"He promised to issue a statement... repudiating Division 30, the coalition, and those who trained him," he tweeted. "And he also gave a large amount of weapons to Jabhat al-Nusra."

The Syrian Observatory for Human Rights (SOHR), a monitoring group, reported that seventy-five Division 30 fighters had crossed into Syria from Turkey early the day before with “12 four-wheel vehicles equipped with machine guns and ammunition”.

US Central Command confirmed about 70 graduates of the Syria “train and equip” programme had re-entered Syria with their weapons and equipment and were operating as New Syrian Forces alongside Syrian Kurds, Sunni Arab and other anti-Isil forces.

The latest disaster, if true, will be the second to befall the programme. Last month, after the first group of fighters re-entered, the militia was attacked and routed by Jabhat al-Nusra, which stormed its headquarters and kidnapped a number of its members.

At the weekend, the group’s chief of staff also resigned, saying the training programme was “not serious”.

In the statement, Lieutenant Colonel Mohammad al-Dhaher complained of insufficient numbers of trainees and fighters, inadequate supplies, and even “a lack of accuracy and method in the selection of Division 30’s cadres”.

The latest developments have only added to the scorn heaped on the much-criticized $500 million (£320m) program, which aimed to forge a 5,400-strong force of “moderate” rebels to combat Isil.

It has been hampered by problems almost from the outset, with rebels complaining of a laborious vetting process. The biggest point of contention is that they are only allowed to fight Isil, not the Assad regime, which is the principal enemy for most opposition groups.

Last Wednesday, General Lloyd Austin, head of US Central Command, shocked leaders in the US Senate's armed services committee when he said there were only handful of programme graduates still fighting inside Syria. "We're talking four or five," he said.
