US told not to back terrorism against Pakistan

KARACHI: Pakistan has complained to the United States military leadership and the Central Intelligence Agency (CIA) that Washington’s policy towards terrorism in Pakistan was inconsistent with America’s declared commitment to the war against terror.

Impeccable official sources have said that strong evidence and circumstantial evidence of American acquiescence to terrorism inside Pakistan was outlined by President Pervez Musharraf, Chief of Army Staff General Ashfaq Pervez Kayani and Director General Inter Services Intelligence (ISI) Lt. Gen. Nadeem Taj in their separate meetings with US Chairman Joint Chiefs of Staff Admiral Michael Mullen and CIA Deputy Director Stephen R Kappes on July 12 in Rawalpindi.


The visit by the senior US military official along with the CIA deputy director — carrying what were seen as India-influenced intelligence inputs — hardened the resolve of Pakistanís security establishment to keep supreme Pakistan’s national security interest even if it meant straining ties with the US and Nato.

A senior official with direct knowledge of these meetings said that Pakistan’s military leadership and the president asked the American visitors “not to distinguish between a terrorist for the United States and Afghanistan and a terrorist for Pakistan”.

For reasons best known to Langley, the CIA headquarters, as well as the Pentagon, Pakistani officials say the Americans were not interested in disrupting the Kabul-based fountainhead of terrorism in Balochistan nor do they want to allocate the marvellous predator resource to neutralise the kingpin of suicide bombings against the Pakistani military establishment now hiding near the Pak-Afghan border.

In the strongest evidence-based confrontation with the American security establishment since the two countries established their post-9/11 strategic alliance, Pakistani officials proved Brahamdagh Bugti’s presence in Afghan intelligence safe houses in Kabul, his photographed visits to New Delhi and his orders for terrorism in Balochistan.

The top US military commander and the CIA official were also asked why the CIA-run predator and the US military did not swing into action when they were provided the exact location of Baitullah Mehsud, Pakistan’s enemy number one and the mastermind of almost every suicide operation against the Pakistan Army and the ISI since June 2006.

One such precise piece of information was made available to the CIA on May 24 when Baitullah Mehsud drove to a remote South Waziristan mountain post in his Toyota Land Cruiser to address the press and returned back to his safe abode. The United States military has the capacity to direct a missile to a precise location at very short notice as it has done close to 20 times in the last few years to hit al-Qaeda targets inside Pakistan.

Pakistani official have long been intrigued by the presence of highly encrypted communications gear with Baitullah Mehsud. This communication gear enables him to collect real-time information on Pakistani troop movement from an unidentified foreign source without being intercepted by Pakistani intelligence.

Admiral Mullen and the CIA official were in Pakistan on an unannounced visit on July 12 to show what the US media claimed was evidence of the ISI’s ties to†Taliban commander Maulana Sirajuddin Haqqani and the alleged involvement of Pakistani agents in the bombing of the Indian embassy in Kabul.

Pakistani military leaders rubbished the American information and evidence on the Kabul bombing but provided some rationale for keeping a window open with Haqqani, just as the British government had decided to open talks with some Taliban leaders in southern Afghanistan last year.

Before opening new channels of communication with the Taliban in Helmand province in March this year, the British and Nato forces were talking to leading Taliban leaders through†Michael Semple, the acting head of the European Union mission to Afghanistan, and Mervyn Patterson, a senior UN official, before their unprecedented expulsion from Afghanistan by the Karzai government†in January this year.

The American visitors were also told that the government of Pakistan had to seek the help of Taliban commanders such as Sirajuddin Haqqani for the release of its kidnapped ambassador Tariquddin Aziz, after the US-backed Karzai administration failed to secure Aziz’s release from his captors in Afghanistan.

Admiral Mullen and Kappes were both provided information about the activities of the Indian consulates in Kandahar and Jalalabad and were asked how the CIA does not know that both Indian consulates are manned by Indian Intelligence who plot against Pakistan round the clock.

“ We wanted to know when our American friends would get interested in tracking down the terrorists responsible for hundreds of suicide bombings in Pakistan and those playing havoc with our natural resources in Balochistan while sitting in Kabul and Delhi,”, an official described the Pakistani mood during the July 12 meetings.

Throughout their meetings, the Americans were told that Pakistan would like to continue as an active partner in the war against terror and at no cost would it allow its land to be used by our people to plot terror against Afghanistan or India . However, Pakistan would naturally want the United States, India and Afghanistan to refrain from supporting Pakistani terrorists.

Pakistani officials have said that the current “trust deficit” between the Pakistani and US security establishment is not serious enough to lead to a collapse , but the element of suspicion is very high, more so because of† the CIA’s decision to publicise the confidential exchange of information with Pakistan and to use its leverage with the new government to try to arm-twist the Army and the ISI.

The Pakistani security establishment, officials said, want a fresh round of strategic dialogue with their counterparts in the US, essentially to prioritise the objectives and terrorist targets in the war against terror, keeping in mind the serious national security interests of the allies.

Excellent read. Thank you blain2 sir for sharing it. Indeed the time has come where we set our priorities straight and let the Americans know that we too mean business, and they should not differentiate between the terrorism for the US and Afghanistan to that of Pakistan.
I said in one of my previous posts that US character is shady in it and the proofs that we have gained should be circulated to not only the US but the EU, China and Russia. We need to build up a strong case and then present it to the highest level and with the attitude of Power that if no positive response is shown by your side we will be forced to reconsider our alliance with the US on WOT. Its like they say Latoon ka Bhoot Batoon sa nahi Manta.

This is precisely why the distinction between the objectives of the various Taliban groups in Afghanistan and Pakistan, and those within Pakistan needs to be made, and the differences have been pointed out to great detail in the Swat ops. 2 thread.

It is not merely 'semantics'.

The TTP remains an organization that has little to do with fighting in Afghanistan, focused primarily on creating mayhem in Pakistan.

Well done,:enjoy: its a Great shot against Americans who always double cross Pakistan since early of relations. Now our management should keep them on track by strict follow-up/monitoring their American’s morality on new assurances which they may already have assured but if not yet, then they will reassure with in no time after such media exposure for their double standards.... I know them well, I am sure they will now wish to reconcile all "misunderstandings" (but only to take time to reshape their mal- intentioned movement) I am sure our responsible dignities already awared of that .......!

We as a sovereign nation united with our forces and requested to all patriotic political force to unite for the sake of nation /:pakistan:Country.:tup:

IMO, this bitter subject reality should be taken seriously in Pakistan, though it was known all along but now it is official.
Just analyzing a reaction scenario to this daring attitude:
It is not only a matter of showing red to US alone, infect Taliban may consider it as a Pakistani attempt to hamper their earnings and control and may retaliate in response with or without US consent!

This a very common sense logic; indians can do nothing in hiding to US and without the consent of Afghan dictator Karzai.
It also makes enough common sense; when we see al-qaeeda operating only in areas which US declare them to be and not to be.
For example: due to sudden political pressure (?) US had to move out of Iraq, so they rap up the fighting, saying all al-qaeeda has suddenly migrated to Afghanistan and from declared date, Iraq will be a stable and peaceful country (over night).
Despite the fact; that it is much easy for al-qaeeda to operate in Iraq due to common language and ethnicity. Where as, If they migrate to Afghanistan they cannot buy a bread without revealing them self.
Any way this theory of Al-Qaeeda migration proves height of operational co-operation among two different command and control entities.

Another common sense; how Taliban can cross borders without notice of most modern military might of west?
IMO, not a single bird can cross any border manned seriously by NATO or US and daily armed movement only in areas politically volatile on Pakistan side explains a lot it self.
Have we not witnessed in recent past how angry US was when they discovered Pakistan’s FC post with no prior information to them! Such posts may very well hamper free Taliban movement across the border.
I hope now US has been informed of all our check posts and Taliban have no fear of running into Pakistan FC posts.
Surprise, Pakistan is not free to man his borders without declaring their patrol routines and checkposts.

On a side note: Who is going to complain about the drugs being smuggled in to Pakistan and wider world. Who is paying the media to keep the story undercover? Who controls the airports in Afgahnistan?

I think it's about time that Pakistan tells US that his command and control in Afghanistan is hampering WOT.
US should review, why on the first place they can't check cross border movement alone? specially in case when they don't trust Pakistan.
With all the available technology, training and funds it should be not be more than a baby sitting work.

Why all Pakistani proposals of barocading and mining suspected regions of border were out rightly declined?

I had been saying this for long on this forum and i had been saying for long that Baitullah is being backed and funded by US and India to foment terror and create chaos in Pakistan. And the news had confirmed it.

YES!!ARGHH, finally!:bunny::victory: that's what i've been saying for a while now. they're definitely not doing their job in afghanistan because they don't want militancy to go away. the game is called destabilization, and whoever can fix it thru military force wins!

  • baitullah mehsud has never been targetted by drones! what is taking so long?
  • some militant leaders who reached peace deals with pakistan were killed through predator strikes! coincidence?
  • india has been given a free hand to make trouble in balochistan, right under the noses of the current govt. in afghanistan. why?
  • the only other agency that can infiltrate FATA, is none other than the partner agency of the ISI. these two agencies gave birth to the mujahideen, only they have access to them!
  • why is afghanistan/NATO protesting against fencing the border?
  • Have any of you noticed? there haven't been any attacks from TTP lately. Is it mere coincidence that the ISI is being blamed right now, just when they've managed to infiltrate TTP and break it? four commmanders have left Mehsud because they see through his charade!
  • Mehsud has only carried out attacks against pakistani troops. I've yet to see any act in afghanistan blamed on him?

there's not much you can do in this war, when you bomb innocent civilians and hope to still win their hearts. finally some people are starting to see through this charade, but the best they can do is blame india. try blaming "he whose name should not be said" and see how far your cry goes! unfortunately, the only thing pakistan can do is wait this out (like we always do). hopefully they can develop ICBM's and much stronger nuclear deterrant.

mehsud's attacks have finally come to a halt because the ISI has succeeded in breaking his network. kudos to the ISI, I'll say it loud and clear, the most efficient intelligent agency in the world! even with their lousy budget, moral-affecting negative publicity, poor technology, small but lean force, and the fact that they have to live with "jahel" politicians/waderas everyday, they are still the best!

this could even end faster if our democratically elected govt. would let the army finish its operations, instead of wiping out enemy strongholds and then try to make peace deals while they regroup!

I think everyone in the region is playing their own dirty games, this has to stop, we urgently need is a regional conference involving Afghanistan, India, Pakistan, Russia, Iran, Uzbekistan, Tajikistan, China and US to discuss joint strategy to end regional rivalries and bring peace to Afghanistan.

Fresh operation in Swat; five troops, 25 militants killed

SWAT, July 30: Security forces killed 25 Taliban and lost a major, a non-commissioned officer and three soldiers after they moved into Matta tehsil of Swat on Wednesday to flush out the entrenched militants.

The administration imposed a round-the-clock curfew for an indefinite period in the district.

According to officials, the forces, backed by helicopter gunships, attacked militants throughout the day and pounded their hideouts, inflicting heavy casualties.

Sources said the major, a subedar and three soldiers were killed in a clash in Sar Banda, about 12 miles from Mingora, early in the morning.

They said a suspected mastermind of suicide attacks, Hussain Ali alias Toor Mulla, and Taliban commanders Abdul Rehman and Ibne Aqeel were killed in a clash near Wanay Bridge.

Intelligence officials said Toor Mulla had planned the suicide attack on an army recruitment centre in Dargai on Nov 8, 2006, that had left 42 recruits dead.

He was also believed to have played a key role in the suicide bombing in Peshawar on Jan 27 last year in which police officer Malik Mohammad Saad was killed.

Malik blames Afghanistan, India for Fata unrest


WASHINGTON, July 30: India and Afghanistan are stirring troubles in Fata and Balochistan, Rehman Malik, adviser to the prime minister on interior, told journalists on Wednesday.

Mr Malik also blamed India for indulging in “baseless propaganda” against Pakistan although Pakistan itself was a victim of terrorism.

“The time has come for us to reveal the facts and tell the world how outside forces are creating troubles in Pakistan.”
When pressed to identify the outside forces, he named India, Afghanistan’s Northern Alliance, Chechens and Uzbeks who he said were using Pakistan to serve their vested interests.
“India,” he said, “wants to destabilise Fata. What India and (Afghan President) Mr Karzai are doing must stop. They must stop this. They must stop this.”
He also appealed to Pakistan’s western allies, including the United States, to stop India and Afghanistan.

Although Pakistan has always blamed foreign hands for stirring troubles in Balochistan and the NWFP, this is the first time since the Feb 18 election that a senior government official has directly blamed India.

Mr Malik said that India and Afghanistan had direct links to people like Barhamdagh Bugti and “one call from outside leads to the death of four people in Balochistan”.

Asked if his statement was on the record, he said: “Yes, I am not afraid of anyone.”:agree:

Gilani hits back, cites US failure in Afghanistan

WASHINGTON, July 30: Prime Minister Yousuf Raza Gilani has rebuffed demands for unilateral US action against suspected terrorist targets inside Fata, saying that such strikes further complicate an already difficult situation.
“We can do it ourselves,” Mr Gilani told a joint meeting of two Washington think-tanks, the Council on Foreign Relations and the Middle East Institute, on Tuesday night. He, however, added that Pakistan wanted better cooperation with the United States to share intelligence about foreign militants who moved freely across the rugged Pakistan-Afghan border.

The prime minister rejected the suggestion that Pakistan had failed to curb terrorism in Fata. He noted that despite having “all sophisticated weapons they need,” the US forces in Afghanistan also had failed to eradicate militancy from the areas under their control.
“If we are not able to control them, you are not able to control them (either),” he said.
Mr Gilani insisted that Pakistan was “no one’s surrogate” in the fight against extremists. “We are fighting to save the soul of our homeland.”
When asked about the federal government’s lack of control over the tribal areas, the prime minister responded that all elected senators from that region supported him.
Mr Gilani also rejected the suggestion that the ISI was not under his control. He insisted that he had direct control over the agency which would now follow his instructions. “And now I am responsible for whatever they do.”

He recalled that during the Afghan war the US supported the spy agency and it preferred to deal with military rulers.

America’s sudden withdrawal from Afghanistan, he said, “created vacuum in the region” which allowed militants to establish themselves.

Talking about his meetings with President Bush and with Republican and Democratic candidates for the 2008 US presidential election, Mr Gilani said all these leaders had assured him that they supported the new democratic dispensation in Islamabad and wanted to help establish democracy in the country.

The prime minister told the audience that Pakistan expected a similar nuclear deal from the United States that it had offered to India.

“There should be no preferential (treatment), there should be no discrimination. And if they want to give civilian nuclear status to India, we would expect the same for Pakistan too,” he said.

Mr Gilani said that the Khan network was no more active, when a questioner suggested that because of the activities of this network Pakistan cannot be offered a nuclear deal.

“Certainly it cannot happen again and that chapter is over. The network is broken,” said Mr Gilani. He said that the civilian government in Islamabad wanted to have good relations with India, was working for enhancing bilateral trade and would like to resolve all issues, including the “core issue” of Kashmir.

On Kashmir, Mr Gilani said: “They (the United States) should encourage and support this issue. That means only they can understand,” but refrained from asking Washington to play the role of a mediator.

However, when pressed by president of the Council on Foreign Relations Richard Haas on whether Washington should appoint a special envoy or play a high-visibility or mediatory role, Mr Gilani quipped: “Actually what the United States really want, they can do it.”

This was always the only way to attain peace in Afghanistan - every involved party has to be catered to.

When terrorism is self inflicted and encouraged by the same citizens, what can anyone do anything about it?

The brave Islamic warrior of Lal Mazjid who became a woman in the name of brave Islamic warrior to escape, would be more qualified to answer you!

And such brave warriors of Islam, who become women, has supporters in Pakistan and also on this forum. Ask them!

Most terrorism is 'self inflicted' - Indians bombing in India, Afghans bombing in Afghanistan, Baluch and Taliban bombing in Pakistan.

That does not take away from the fact that the Baluch find sanctuary and resources in Afghanistan with support from India and Afghanistan, or that the Drug and weapons trade in Afghanistan flourishes and supplies the likes of B Mehsud.

It does not take away from the arguments raised in this article that those committing terrorism are finding support in Afghanistan, and from other nations, and that the US has refused to do anything about it.

When the president says that he is 1000 per cent sure that foreign hands and agencies are working to destabilise Pakistan generally and Balochistan specifically (he was visiting Quetta when he made the comment) you may be sure that he probably knows something that we don't. There are more foreign intelligence agencies poking around inside Pakistan than there have ever been and we may be certain that the Indians, the Americans, the British, the Afghans, the Bangladeshis, the Saudis, Tajiks, Uzbeks, Iranians and Iraqis to name but a few all have active intelligence gathering operations going on inside our borders. (By the same token we may expect our own agencies to be doing the same in all those places, and if they are not then they are not doing their job!) They will all have slightly different agendas depending on their national interests and may well be competing for the same information. Intelligence agencies do not only gather information, some of them seek to influence events and there can be little doubt that the Americans, Afghans and the Indians are doing just that, every hour of every day.

Of particular concern to our own agencies is the apparent double game being played by the Americans who on the one hand point out a trust deficit when it comes to sharing information - 'We give you information and ten minutes later the bad guys are out the door' – and on the other not acting when Pakistan provided the US with precise coordinates for the location of Baitullah Mehsud. It would have been a relatively simple matter to vector a Predator loaded with a Hellfire missile to target and eliminate a man who has done as much for the instability of Pakistan as anybody else in recent times. Yet that did not happen. It is further alleged that Mr Mehsud is in possession of encrypting communications equipment that enables him to get real-time information on the movement of Pakistani troops. Now who supplied him with that, we wonder? Could it have been rogue elements in out own services…or the Indians…or the Americans? Who knows…we don't. We may not know but we may have reasonable suspicion, and wonder if a level of managed instability within Pakistan might be in the interests of several of our neighbours. Neither India nor Afghanistan has much investment in a strong and stable Pakistan, and America will eternally play both ends against the middle. It should be no surprise to us then if it seems that the US may be supporting – or at least not actively hindering – the work of one or more 'hidden hands' . As Oscar Wilde remarked… 'Your friends stab you in the front'.
