So its alright for US to test an ICBM that covers the entire world but somehow not OK for others to do the same or bring the US into range.

These are not really forty-year-old missiles though. The Minuteman III has passed a big number of (very expensive btw) additional mid-life upgrade and modernization processes. It is a thoroughly modern missile, at least as far as avionics and guidance are concerned.

Having said that, a replacement is indeed on the drawing board right now.

Yeaaaah, the Rocket motors, no so much. And guidance means sweet **** all, if the motor fails.

There is no reason for the motor to fail really if the rocket is maintained properly (and it is). Solid rocket motors are extremely simple affairs considering, we are essentially talking here about a nozzle with a seal. The thrust parameters for the stages are pre-baked on the propellant itself (by adjusting web thickness and surface area via the grain geometry), and there are essentially no moving parts (gimballing is extremely easy on this type of application).

The state of the art btw in this category has not really progressed much in the years since Minuteman came out. Today, you can leverage the SLS based 5 segment SRB improvements to introduce a lighter casing material (filament-wound composites) as well as a slightly more energetic propellant mix. You can also remove the asbestos that was used in the past, for enviromental reasons (which is a little ironic btw...since we are talking about ICBMs here).

Other than that, there is not much more you can do. A new GBSD program will mostly concentrate on the RV, post-boost control systems, and warheads.

You mixed up nuclear warhead testing (Also known as Nuclear Proliferation) and ballistic missile testing.

Ballistic Missile testing have been done by many country in the world, including China (DF-Series Missile) and Pakistan (Nasr Missile). While Nuke warhead test, including weaponize uranium is another thing...… US have not test a single nuclear warhead since 1950s.

There are no way any country would ban ballistic missile, because that is a stepping stone on space rocket, if you ban a country, especially space power to test ballistic missile, effectively, you are shutting down their space program. The US and the world did not protest Iran and North Korea testing their ballistic missile, in fact, both country have their TBM already in place a long time ago (Short to Medium range) but the US and the world protest the Nuclear Weapon program both Iran and North Korea have, whether or not they have the ability to launch ICBM.

There are no treaty recognized internationally banning Ballistic Missile testing, but there are internationally recognized treaty banning nuclear proliferation (ie testing) which was signed by all Nuclear power, except Israel and North Korea, and yes, China and Pakistan are included in this treaty.
