A Pakistani senator asking for Aafia Siddiqui is ok - But NOT when the US senator asks for a Pakistani suspect who is allegedly involved in a killing of an American is being asked to be sent back to the US or a neutral turf.

An influential US Senator on Tuesday asked Pakistan to either hand over Mumbai attack mastermind Zaki-ur-Rehman Lakhvi to India or present him to the International Criminal Court in The Hague for crimes against humanity.

Chairman of the powerful US House Foreign Relations Committee Ed Royce also said "certain families in Gulf states" are funding 600 Deobandi schools in Pakistan which was a major cause of concern, PTI reported.

Identifying terrorism as a major threat facing the region, Royce slammed ISI, saying there was a need to strengthen the civilian government while trying to dissuade the Pakistani spy agency from types of conduct it had been engaged in.

Without naming Lakhvi, Royce, who is leading a bipartisan congressional delegation, said Pakistan must bring to justice Lashkar-e-Taiba terrorists involved in the 26/11 Mumbai attack case and wondered how Lakhvi is taking visitors instead of facing action.

"The same individual (Lakhvi) today is taking visitors and is not being brought to court of justice. What I called for is for Pakistan to turn that individual over to India or if Pakistan won't do that which thay should do, then turn him to International Criminal Court in the Hague where he will be tried for crimes against humanity," he told reporters here.

Lakhvi and six others have been charged with planning and executing the Mumbai attack in November 2008 that left 166 people dead.

A Pakistani anti-terrorism court last month had adjourned for a month the hearing on the government's appeal against the bail granted to Lakhvi by the trial court.

Royce met Prime Minister Narendra Modi and Home Minister Rajnath Singh on Monday and discussed various issues, including threat of terrorism in the region.

Asked why the US was not being able to put pressure on Pakistan to dismantle terror infrastructure, Royce said there was a need to strengthen the civilian government in that country and made a reference to Pakistan Prime Minister Nawaz Sharif's visit here to participate in Modi's swearing-in ceremony.

He said there was difference in actions by institutions in Pakistani military, particularly by ISI, and the US was trying to strengthen the civilian government while, at the same time, trying to dissuade ISI from certain activities it was involved in the past.

"So these are the complexities of the relationship but that is what we are working on," he said.

Referring to Deobandi schools in Pakistan, he said they are "not only dangerous" for the region, but "dangerous" for Pakistan as well.

"I hope the civilian government can be strengthen to deal with this problem and specifically to close down those Deobandi schools. I would add that there is another problem and that is money coming from the Gulf states, from certain families in the Gulf states that fund these specific 600 Deobandi schools.

"There is a need to cut off those funds coming to the region. Its not just a problem in Pakistan. Those funds are going to Central Asia funding other Deobandi schools," he said.

Referring to his meeting with Modi, Royce said cooperation between India and the US must be strengthened in effectively dealing with terrorism.

He said the leadership of US intelligence agencies and Homeland security should have direct talks with counter- terrorism experts in India to deal with various threats, including online campaign.

Has India taken the matter to ICJ?
If Indians want to take that matter there, they should remember the stance they took during the Atlantic Shooting down case of 1999.
