That hasn't been the case for a long time unfortunately. The US has not declared war since WW2, but the reality is much different. The President does need Congressional approval for budget increases that may be necessitated from a war, but the latest budget he signed already gave the DOD a huge increase. The military is for the most part untouchable for both parties, the only real opponents of DOD funding increases were the AOC types.

And who gave that power to the US president? Hint: It was the very same US Congress.

Congress has waved a lot of its powers to the executive branch. Most of the "Bills" passed by Congress are actually budgets and policies for Federal agencies. So instead of the Senate agriculture committee regulating GMOs, it is actually the deputy-assistant undersecretary of agriculture for plant research who is making the polices.

The same is true for military/defense policy.
