ISLAMABAD: The United States has agreed to provide more than $500 million for the construction of Diamer-Bhasha dam to encourage multilateral institutions like the World Bank to become part of the lenders’ consortium taking up the multi-billion-dollar project.

A senior Wapda official said the discussions between the US and Pakistani authorities had already begun to finalise the size of the financing and the mode of US participation in project development.

He said the US assistance for the project would be a combination of investment and grant financing it had committed to under the Kerry-Lugar-Berman Act.

The Diamer-Bhasha dam has already been delayed by more than five years and its cost has more than doubled.

The project was taken in hand as part of the five mega dams proposed by former president Pervez Musharraf and it was to be completed in 2016. The dam’s cost was put at $6.4 billion (Rs400 billion) at the time.

The cost has now been revised to $11.2 billion (Rs953 billion) and its completion date extended to 2021, which may be extended further as economic indicators change during the course of project implementation.

An official of the USAID confirmed to Dawn that the US authorities were currently studying the Diamer-Bhasha dam documents provided by Wapda chairman Shakil Durrani and an exchange of additional information was taking place with the economic affairs division.

“We have been told that the US would support the Bhasha dam project in a big way,” the USAID official said.

The official did not agree with the contention that Wapda had sought about $1 billion for the project, saying Wapda chairman had been reasonable in expecting US funding which could be anywhere between $400 million and $750 million. Normally, a US contractor has to become part of any project in Pakistan to provide funding, he said.

But more than the size of the funding, the US participation and support for the project would be crucial because it would send a positive signal to other multilaterals, most importantly the World Bank, to open a financing line to a project critical for Pakistan’s energy and water needs.

The World Bank had earlier declined to fund the project because of its location and some unresolved constitutional interpretations.

“When the US is funding a development project, the World Bank can hardly stay away,” an official said, adding the US energy department and other relevant quarters had given a go-ahead.

Pakistan has been seeking US support and investment for the $11.2 billion dam in order to encourage international lenders to finance the mega project.

A part of the financing could be channelled through energy development fund (EDF) that the US has been trying to create with the cooperation of bilateral and multilateral lenders as part of the Friends of Democratic Pakistan initiative.

The Diamer-Bhasha dam will have a designed live water storage capacity of about 5.8 million acre feet (MAF) and power generation capacity of 4,500MW. The government wants an investment of about $3.7 billion in foreign exchange for the project. With Pakistan reaching the threshold of water-scarce countries, the government has already finalised a Rs40 billion out-of-court agreement with 30,000 families to be affected by the proposed dam.

Pakistan’s per capita water availability, which was more than 5,000 cusecs in 1950, has come down to 1,000 cusecs per day because the nation has not been able to build a dam in almost four decades, according to a senior Wapda official.

In January this year, the Economic Coordination Committee of the cabinet allowed Wapda to raise Rs20 billion through term-finance certificates (TFCs) and Islamic Sukuk bonds for the dam to establish housing colonies and access roads to the project site and related infrastructure.

The Asian Development Bank had already agreed to provide long-term loan to help the government meet the foreign exchange component of the project but exact size of the funding is yet to be finalised.

The project seems to be viable and could offer up to 18 per cent return on investment, which means that all the investors and lenders could recover their investments within five years after completion.

cash money will eventually end up being pocketed by corrupted officials, if usa really cares about the construction of dam in pakistan for well being of her ally`s people, why dont usa acts like china to provide the most necessarily required real things and technical assistances instead of some useless green paper money printed from FEDERAL RESERVE? can FED ensure the construction quality of pakistani dam by providing paper money from new york and wall street?

Actually we built the Tarbela dam, so there is no question in construction quality. Yea shortage of funds is the biggest problem, but this dam will basically replace tarbela, or decrease the amount of water in tarbela, because Tarbela dam is desilting.

I actually want to commend the US IF they will do what they say and pledge the money, because than we will get the confidence from banks and international lenders to give loans for the dam construction.

Plus in the article it says that the US have to be involved in the construction for them to pledge money, thus this means no corruption :)
The US might not be Pakistan favorite foreign ally, but they do build some great dams( Hoover Dam), and with their assistance we might actually be able to build this dam.

No... we dont need to indebt us further...

USA?? Oh right... The country thats killing innocent Pakistanis in the KP province on almost a daily basis...

Such hypocrisy...

The very presence of anyone from US will spell a disaster for this dam from the first day... Yaar why do you want further things to blow up in Pakistan because US hands have been over them... We need to keep the US out of our country...

oh and the engineers that come over to help build the dam... how do we know they wont slip in a few R Davis amongst them

Well, this Basha Dam is damn dam which is being built since 1999 and millions has already been spent on surveys etc but yet they are BSing that US is going inject the bloody money to build the dam. Now seriously, what else the Govt. has put at stack to get hold on the US funding?

The reason why the US wants to come over is to make sure that there is NO CORRUPTION something that Pakistan is notorious for.
And i know that the US and Pakistan dont have such a great relationship, but these loans are needed for infrastructure development
- tarbela dam is about to rot because of silt in the next decade
- corrupt politics have stopped the process of building new dams in the last 4 decades
- WE HAVE NO MONEY, and we cant even tax our own people
- No bank will give us loans for this important project, because they believe we can't pay them, thus if US is involved this brongs in confidance.

Yes what the US is bad, but these things are a necessity, as there is way more benefit than loss in this situation.

ps. put your personal animosity against the US away for a moment and think about the good things that will happen. Look at the major countries in the world right now Japan, China, Philliphines, etc.. without US they wouldn't be here right now and look how much they have prospered. Keeping the US out is impossible, but i do agree that they can never win in Afghanistan, because no one can win there.

Guys, Its high time you keep the f- US out of your country. Time and again its proved that US has ventured in your affairs and made murkier, in the pretext of aid. As one member pointed out you already have the experience in building Tarbela dam, why not leverage experience. You may miss the US expertise but the country can view this as an opptn to build inhouse expertise, so that the dependence on the external powers reduce down. As one leader has commented "dams and power plants are the `Modern Temples". Self sufficiency is a great thing to achieve on this front.

Yes we do have experience in building dams thats not the problem, the problem is that we have no money to fund the dam thus we have to resort to international funders or loans and pay them back later

Yet no bank or country wants to give us loans because they have no confidence in us ( Rightly so corruption), but if the US are involved and help in the feasibility etc.. than they will have confidence in us and thus banks will give us the loan :)

I also don't want us to be involved with the US too much either, but when it comes to giving other countries business and economic confidence in us than this helps us a lot.
