Russia rejects US plea to delay supply: N-fuel for India

WASHINGTON, April 26: Russia has delivered fresh nuclear fuel for two Indian reactors, ignoring a US request for a delay until rules are formally changed to allow such transfers, American officials said in recent interviews.

The delivery, which experts say violates international rules, comes as the US Congress is considering whether to approve an agreement that would allow India to obtain nuclear fuel, reactors and technology from the United States and other countries for the first time in three decades.

The Russian fuel for the two Tarapur power plants “has been delivered but it has not yet been used. It’s in a storage facility,” a senior US official told Reuters.

“This kind of activity should not take place, in our view, until the NSG has acted. It’s not good precedent,” he said.

“The United States has asked India to refrain from using the fuel and believes this request will be honoured,” he added.

The official, who spoke anonymously because of the sensitivity of the matter, insisted that while the transfer is an ‘irritant ... (it) has not been a major issue’.

The 45-nation Nuclear Suppliers Group has not yet altered its rules to permit nuclear transfers to India and is not expected to do so until Congress votes.

That could take months because of concern that the US-India civilian nuclear co-operation agreement could undermine efforts to control nuclear proliferation.

“Russia has clearly violated NSG rules,” Daryl Kimball, director of the nonprofit Arms Control Association, said of Moscow’s nuclear fuel delivery.

“This is a further step towards the erosion of the NSG guidelines, and the United States must speak out more strongly against Russia and India pursuing this.”

Democratic Representative Edward Markey of Massachusetts, a leading critic of the US-India deal, expressed concern that the agreement has ‘pretty much neutralized the ability of the US to block this type of shipment’.

“The United States can’t plausibly tell other nations not to ship nuclear material or technology to India if we are preparing to do so ourselves,” he said.

As a member of the NSG, which controls global nuclear trade, Russia should not supply fuel to countries like India, which have not signed the Nuclear Non-proliferation Treaty.

The uranium fuel for Tarapur was delivered recently following a Russia-India agreement announced last month.

US Undersecretary of State Nicholas Burns, who is negotiating the deal with India, mildly criticised the sale at the time.—Reuters

Let me remind you that his father and junior did more then any other US politician for Pakistan. Ok, he is not the smartest when it comes to knowledge of foreign nations but he knows how to play. I do not favour him personally but remind that there is no alternative. If you remember Clinton then its much better then think again. If you think that Lieberman and his buddy Kerry would be more positive to Pakistan then read some old articles.

Look I do not agree what happens in the world (politically) but don't make fun of this guy. Either attack his policies or show different perspectives. Irac was not the best move. Cornering Iran isn't going to be much better fir the world. But I agree with him that muslim nations need to change that negative attitude. Education and econmical development is important and in that respect the local governments or religous leaders are bigger problem then mr Bush. Making negative remarks towards Israel or USA will not contribute to a better world. Develop and act with respect. One thing I am favouring is getting people together. And this forum is a positive element.

He might have made a few mistakes like that....i remember watching that interview and he didnt even know where hindustan was.

Although, when asked about Pakistan, Bush said he knew off Musharaf and said "hes a good guy, gonna bring stability to that country" :flag:

Dont get your hopes up to much guys, where obviously talking about a US senator and anybody that knows about US goverment would know that if even 90 senators say pakistan should have a nuke deal its still not likely to happen.

Where gonna get some kind of nuclear deal let it be from China, russia, Uk or US where gonna get it.

True. But it was the US that started the Pakistan Atomic Energy Commission back in the 50's. So any US deal with Pakistan would just be a continuation of the original deal to provide Pakistan with a cheap source of Energy.

Cheap source of energy..after all the discussions with sigotaka,havent u learned anything abt cost of nuclear energy????:crazy2:
