WASHINGTON — American negotiators, heading into a crucial round of talks with Iran over its nuclear program next week in Baghdad, are allowing themselves a rare emotion after more than a decade of fruitless haggling with Tehran: hope.

With signs that Iran is under more pressure than it has been in years to make a deal, senior Obama administration officials said the United States and five other major powers were prepared to offer a package of inducements to obtain a verifiable agreement to suspend its efforts to enrich uranium closer to weapons grade.

These gestures, the officials said, could include easing restrictions on things like airplane parts and technical assistance to Iran’s energy industry, but not the sweeping sanctions on oil exports, which officials said would go into effect on schedule in July.

The oil sanctions, which the Iranians are seeking desperately to avoid, are one of several factors that American officials believe may make Tehran more amenable to exploring a diplomatic solution. In addition, the recent decline in oil prices has magnified the pain of the existing sanctions on Iran; a new government coalition in Israel has strengthened the hand of its hawkish leader, Prime Minister Benjamin Netanyahu; and Americans believe that recent blustery statements from Iranian officials are laying the groundwork for concessions by Tehran.

^^ Exactly, ....... sanction on civilian airplane parts never made any sense and i have mentioned it on various occasions and even discussed it with Iranians, but unfortunately Iran govt. never took up this matter to international level.

There ought be some covert matters in the whole ordeal which Iranian public faced all those years.

Iranian officials always requested the lifting of sanctions on civilian aircrafts which endanger innocent civilian lifes.

It is really laughable what they have offered Iran. Aviation parts for an already very aged air fleet used by probably one percent of Iranians. This is most probably a joke. The thing is taking away a nation's rights and give them some parts is laughable. I am sure Iranians have a long history of such instants. For example in 1901 one can start with the instance of British who promised to give Iran telegraphy machines in exchange for British to have the sole right to drill for oil and gas in Iran. It was not a fair deal. But then look at recent history. In 2006, US had offered Iran parts for its very old Boeing in exchange for Iran to stop enrichment and all nuclear activities forever. At that time Iran had the sense to reject the deal and because of that bravery Iran has come this far. Had they accepted that deal, Iran today would be either like Libya or a defeated nation. And their second offer about assistance with Iran's energy sector is laughable too. Probably they want mess up things in Iran since Iran's electric system is one of the good ones in the world supplying uninterrupted energy to all of Iranians already. The good thing about it is though that it has been built by Iranian companies who not only make the distribution networks but also power plants. So I do not see how Americans can help Iranians in that respect one bit.

As for Iranian civil aviation, Iran must grow mature and start up their own civil aviation industry making their own planes. There is no other way. Buy licenses from Russia and Ukraine to manufacture your own air frames. Americans are not trustworthy. Rest assured of that.
