Aquino apologises for smile

Manila: Philippine President Benigno Aquino III apologised after he was criticised for wearing a smile while talking about the hostage crisis that killed a hostage taker and eight Chinese from Hong Kong in Manila's tourist district last Monday.
"My smile might have been misunderstood. If I have offended certain people, I apologise to them. Obviously there was no joy in attending to that situation," said Aquino yesterday.
It was "an expression of exasperation rather than anything," said Aquino.
Observers said he was also smiling, if not smirking, when he inspected the bullet-stricken tourist bus at the Luneta Park, a bayside area, where a 12-hour hostage crisis occurred after a sacked policeman held 25 mostly Chinese tourists, and called for the clearing of his name from charges of extortion, and his reinstatement to the police force.
Aquino's apology was an apparent response to a certain Jay Rodrigo who said on the web, "You see, our president …. has done nothing but smirk in front of the TV cameras after all that has happened."
Meanwhile, Aquino called for sobriety as his Facebook account was crowded with criticisms and debates, both from the Philippines and Hong Kong.
"We have heard and read a lot of opinions from the public, even from foreigners that were affected [by the incident]," said Aquino, adding, "We ask for their understanding. We are correcting deficiencies that we have noted in the implementation of our operating procedures. None of us wanted this outcome [of the incident]."

Washington, May 18 (CNA) A U.S. congressman on Friday voiced support for Taiwan's call for a sincere apology and proper compensation from the Philippines over the death of a local fisherman shot by a Philippines government boat last week.

In a letter to President Ma Ying-jeou, U.S. Representative Scott DesJarlais (R-Tenn.) expressed regrets over the death of Hung Shih-cheng, 65, who was shot dead in an encounter with a Philippines patrol boat in overlapping waters on May 9.

DesJarlais said Taiwan is fully justified, based on humanitarian grounds, in seeking a prompt and sincere apology as well as a proper amount of compensation from the Philippines.

The congressman said his country values its long-time friendship with Taiwan and the Philippines and expressed hope the two can resolve the recent dispute rationally and peacefully.

On May 11, Taiwan issued a 72-hour ultimatum demanding the Philippines issue a formal apology, compensate the victim's family for their loss, investigate the incident, punish the perpetrators, and start fishery agreement talks with Taiwan as soon as possible.

Representative Kerry Bentivolio (R-Mich.) has also urged the Philippines to promptly respond to Taiwan's demands over the shooting incident.

In a letter to Jose Cuisia, the Philippines ambassador to the U.S., Bentivolio acknowledged the Philippines had responded to a certain degree, but noted Taiwan and the Philippines still disagree over several issues including compensation to Hung's family.

Taiwan also argues that Amadeo Perez, who was appointed by Philippine President Benigno Aquino III as his personal envoy to Taiwan to offer apology and deal with the dispute, was not "sufficiently authorized" to represent his government.

Bentivolio called on the Philippines to formally apologize, thoroughly probe the incident and properly compensate Hung's family for their losses, as demanded by Taiwan.

He also urged the Philippines to sign a fishery agreement with Taiwan to prevent similar recurrences, citing as an example a landmark fishery deal Taiwan and Japan signed in April to help resolve disputes over fishing rights."

Taipei, May 18 (CNA) Taiwan has been aggressive in making its case to the global community in its dispute with the Philippines over the recent killing of a Taiwanese fisherman by Philippine Coast Guard personnel, the Ministry of Foreign Affairs (MOFA) said Saturday.

Taiwan's representative offices in foreign countries, including the Taipei Economic and Cultural Representative Office in the United States, have been explaining Taiwan's stand and soliciting global support, said ministry spokesperson Anna Kao.

Their efforts have drawn a positive response so far, Kao said, noting that many U.S. congressmen have shown support for Taiwan's appeal.

King Pu-tsung, Taiwan's top envoy to the U.S., has been advocating Taiwan's position through think tanks, media outlets and opinion leaders, Kao said.

In response to Taiwan's diplomacy, U.S. House Representative Robert Brady has written to President Ma Ying-jeou to show support and to Philippine President Benigno Aquino III to call for a response.

Steve Chabot, chairman of the Subcommittee on Asia and the Pacific under the House Committee on Foreign Affairs, and ranking member Eni Faleomaveaga also issued a joint statement earlier this week that urged the Philippines to apologize to Taiwan.

"A government vessel's shooting of an unarmed fishing boat is an act of violence, and is in violation of international law," the statement said.

The call was echoed by Matt Salmon, chairman of the House Subcommittee on the Western Hemisphere.

"I urge the Philippine government to fully apologize, provide appropriate compensation for the crewman's family, and conduct a thorough investigation of this matter in order to ensure accountability," Salmon said in a statement.

The diplomatic row erupted after a joint patrol of the Philippine Coast Guard and the Bureau of Fisheries and Aquatic Resources sprayed bullets at a Taiwanese fishing boat, the Kuang Ta Hsing No. 28, while it was operating in the overlapping economic zones of the two countries on May 9.

A 65-year-old crewman, Hung Shih-cheng from Pingtung County, was shot dead in the incident.

While acknowledging Manila's official apology over the fatal shooting, the Foreign Ministry has insisted that the Philippine response to Taiwan's demands has not been 'positive, sufficient and concrete' enough."

Even among Filipino-Americans I haven't seen much support for the their homeland's government. Most of them (at least those I know, work with and are friends with) have zero support to the inept, hopeless and corrupt to the core Philippine government. Moreover, most of them are derisive of the political elite of the Philippines. Filipino Americans are BTW the cream of the crop. They are able to make logical and rational decisions based on facts unlike their hopeless compatriots back home.
