If things were as bad as some ignorant posters claim, 100,000 + Chinese citizens wouldn't have begged their way to refugee status in India.

Given the Chinese habit of squatting even though facilities are available, it seems pretty obvious Chinese need some brotherly direction from civilized democracies. Indian hygiene issue has to do with infrastructure, not culture. This isn't the case with China. In fact, it's quite the opposite.
