'US, Israel agree to record military aid deal worth at least $38 billion'

While I do not believe that Israel does anything that is practically significant for the USA, the people of the USA feel a moral obligation to support the peaceful existence of Israel to the extent possible. If Israel's neighbors would sign credible peace treaties with Israel, recognizing its existence as a Jewish homeland, I believe such huge military assistance from the USA would gradually end. The quickest way for the middle eastern neighbors of Israel to bring about an end to Israel's military dominance would be to convince the USA that they are not a threat to Israel. If Muslim nations (including Iran) would credibly accept the Jewish nature of Israel, over the next five or six years, this latest ten-year multi-billion $ assistance package from the USA might be the last. The USA is determined to do all it can to prevent Israel from being wiped out. It's that simple.

for a nation based on and generating a lot of wealth.

When the Shoah began, those Jews used all the influence they could
muster to facilitate the arrival of their brethren and their already sizable
clout in politics grew some more. Some Americans probably helped a
bit more to compensate their country not being ready to get involved in
the war. That link endures.

The Geo-Political situation of Israel has practical value to American FP.

Last but not least, a lot of America belongs to reformed Churches today
and these are very similar to the Jewish faith since mostly based on the
Old Testament for theological reasons too complex to explain here.

A lobby != control. It does equal influence though, and I won't deny it has influence on US policy, just as most of our allies have some influence on US policy. They don't control it though.



Netenyahu coming to congress does sound like an insult to Obama that he would be bypassed, it doesn't sound like an insult to the US. An insult to the US would be if he used American aid to buy Russian or Chinese arms.

If that is the level of a humiliation though, does that mean the US deal on Iran is a humiliation directed at Israel because their objections were bypassed?

Its everyone's personal right to have opinions and to reflect them. What doesn't change is the fact that the US and Israel have and will always be very, very close allies.

3) Israel is our ally. No one said that Israel is one of our states or is a part of our country and follows the same constitution. So naturally, there will be things deer to us, and not that important to them, and things important to them but not in our national interests (like the situation about Iran). But again, these conflicts of interests at times don't change the fact that both the countries are very, very close allies!!

Eh man, You're confusing, we're not Pakistan. we actually do stuff

Israel has a right to exist and defend itself, but you started a separate debate. Each country persues its interests, if there is divergence of US and Pakistani interests at some point, you can't blame Pakistan for that, no power on earth can coerce a nuclear power with the Sixth largest military on earth to do something which it perceives is not in its interest. This is statecraft and realpolitik, only interests are perpetual, not enemies or friends.
I must say Israel, through a robust defence has been able to defend its sovereignty effectively but if one views from the US perspective, taking out the Israeli lobby factor, one has to admit Israel was a vital strategic asset during cold war , however once it ended, Israel's value viewing from a US prism has reduced radically. Perpetual military support to Israel by US is mainly because of a strong Israeli lobby in the government and the media, which has created a perception about the indispensability of Israel to US interests in the region.

Well, the US supported Jews going to this area after the WWII so the relationship is a lot older than you can imagine. The French, the Germans, etc, are also allies. But the US (military and civil) have worked with the Israelis a lot and Israelis have extended the hand of help during many wars to us. Someone else posted details about how the US got Mig details, etc, etc, the list goes on and on. These are tried and tested deals and they stood by us. So this is an unbreakable friendship.

How about Pakistan and China? How come China only calls Pakistan, the "Iron Brother" than anyone else they are friends with? The point is, every country has their iron clad ally, the one they'd fight for, no matter what. And that relationship develops overtime when you risk each other for the others benefits and the trust grows. Its not that complicated.

Heck, I even think Pakistan should have a relationship with Israel. Both sides, people to people should meet, visit, etc. The Turks do it, they even buy weapons from Israel. Jews are good people and once they agree to develop a relationship, whether business or friendly, they stick to it. I think both Israel and Pakistan can be good friends eventually, but some openness or relationship should be established soon.

What Israel does
for the United States

• In 1952, as the Cold War got underway, U.S. Army Chief-of-Staff Omar Bradley called for the
integration of Israel into the Mediterranean Basin area, in light of the country's location and unique capabilities.

• In 1967, Israel defeated a radical Arab, pro-Soviet offensive, which threatened to bring
about the collapse of pro-American Arab regimes and disrupt oil supply, thus
severely undermining the American standard of living. The U.S. gained valuable
military information from analysis of captured Soviet equipment, including
SAM-2, SAM-12, Mig-21 aircraft, and Soviet T-54 battle tanks. In fact, Israel
gave an entire squadron of MiG-21s to the U.S. which was dubbed the “Top Gun”
squadron and used by the U.S. Air and Naval forces for training purposes. Since
1967, Israel transferred captured Soviet weapons systems to the U.S. Pentagon
after every conflict:
1967, 1967-70, 1973, 1982, 1990 (Scud remnants from the Gulf War), and
2006(remnants of Iranian supplied missiles.

• In the 1967-1970 1000 Day War of Attrition, the IDF, armed with American aircraft
successfully defeated a Soviet-supplied air defense system, pointing out the deficiencies in Soviet air-defense doctrine to US defense planners. Israel shared captured military equipment
include P-2 radar and Soviet tanks with the U.S. military.

• In 1970, Israel brought about the withdrawal of Syrian forces from Jordan, at a time
when the U.S. was tied up by wars in Vietnam, Laos, and Cambodia, thus
preventing the fall of the pro-American Hashemite regime and the installation of a pro-Soviet radical Palestinian terrorist regime.

• In 1973 – thanks to U.S. re-supply, but without U.S. forces, Israel defeated
Soviet-trained and equipped Egyptian and Syrian forces. Israel again shared captured Soviet equipment, including T-62battle tanks with the U.S. Israel emerged as the only reliable ally where U.S.troops could land, where U.S. equipment can be pre-positioned, where the U.S.
has friendly port facilities (in Haifa and Ashdod) in the entire Middle East
region. This too has saved the U.S. billions of dollars.

• 1970s - Joseph Sisco, a former U.S. Assistant Secretary of State, assistant to Secretary of
State Henry Kissinger during the latter’s shuttle diplomacy, told the Israeli author and military
expert, Shmuel Katz: “I want to assure you, Mr. Katz, that if we were not
getting full value for our money, you would not get a cent from us.”

• In 1981,Israel bombed the Iraqi nuclear reactor at Osirak, delaying Saddam Hussein’s
quest for nuclear weapons. It thus provided the U.S. with the option of engaging in conventional wars with Iraq in
1991 and 2003.

• The vice president General Dynamics which produces the F16 fighter jets has stated that
Israel is responsible for 600improvements in the plane's systems, modifications estimated to be worth billions of dollars, which spared dozens of research and development years.

• In 1982,Israel destroyed Soviet anti-aircraft batteries in Lebanon that were considered
immune to American weapons. Israel promptly shared the operation's lessons,
estimated to be worth billions of dollars.

• Former Secretary of State and NATO forces commander Alexander Haig has stated that he
is pro-Israeli because Israel isthe largest American aircraft carrier in the world that cannot be sunk, doesnot carry even one American soldier, and is located in a critical region for
American national security.

• During thefirst Gulf War 1991, Israel provided invaluable intelligence, an umbrella of
air cover for military cargo,and had personnel planted in the Iraqi desert to pick up downed American pilots.

• General George Keegan, former head of U.S. Air Force Intelligence has publicly declared that
“Israel is worth five CIA’s.”
He further stated that between 1974 and 1990, Israel received $18.3 billion in U.S. military grants. During the same period Israel provided the U.S. with $50-80 billion in intelligence, research and development savings, and Soviet weapons systems captured and transferred to the U.S.

• In 2005,Israel provided America with the world's most extensive experience in homeland
defense and warfare againstsuicide bombers and car bombs. American soldiers train in IDF facilities and Israeli-madedrones fly above the "Sunni Triangle" in Iraq, as well as in Afghanistan,providing U.S. Marines with vital intelligence.

• In September2007, the IAF destroyed a Syrian-North Korean nuclear plant, extending the US’sstrategic arm. It provided the US with vital information on Russian air defense
systems, whichare also employed by Iran. It bolstered the US posture of deterrence and
refuted the claim that US-Israel relations have been shaped by politicalexpediency.

• In 2009,Israel shares with the US its battle-tested experience in combating Palestinian
and Hizbullah terrorism, which are the role model of anti-US Islamic terrorismin Iraq and Afghanistan.US GIs benefit from Israel’s battle tactics against car bombs, improvised
explosive devices and homicide bombing. An Israel-like ally in the Persian Gulf
would have spared the need to dispatch US troops to Iraq, Kuwait and Saudi
Arabia.

• Israel has relayed to the U.S. lessons of battle (during the Cold War – Soviet military
doctrine) and counter-terrorism(including aircraft security, homicide-suicide bombings) which reduce Americanlosses in Iraq and Afghanistan, prevent attacks on U.S. soil, upgrade Americanweapons, and contribute to the U.S. economy. Without Israel, the U.S. would
have been forced to deploy tens of thousands of American troops in the eastern
Mediterranean Basin, at a cost of billions of dollars a year.

• Senator DanielInouye has recently (2005) argued Israeli information regarding Soviet arms
saved the U.S. billions of dollars. The contribution made by Israeli intelligence to America is greater than that provided by all NATO countries combined, he said.

• Israel's utilization of American arms guarantees its existence, but at the same time
gives U.S. military industries,such as Boeing and General Dynamics, a competitive edge compared to European industries,while also boosting American military production, producing American jobs, andimproving America's national security. Japan and South
Korea, for example, preferred the "Hawkeye" spy plane and the MD-500
chopper, both purchased and upgraded by Israel, over comparable British and
French aircraft.

• The American industries want U.S. aid to Israel to continue. The bulk of the $1.8 billion in
annual U.S. military aid toIsrael must be spent in the United States. That provides jobs for some 50,000U.S. workers. Virtually all of the $1.2 billion in annual economic aid goes for
repayment of debt to the United States, incurred from military purchases dating
back many years. This debt is now close to being liquidated.

• Innovative Israeli technologies have a similar effect on American civilian, including
computer-related industries and agricultural industries, which view Israel as a successful research and
development site.

• Members of the U.S. Congress leaders, then Vice President Dick Cheney, and then Secretary of Defense Donald Rumsfeld are aware of Israel's unique contribution to U.S. interests. But, in fact, they all wonder why the post-1993 Israel does not use its impressive contribution as leverage, in sharp contrast to the pre-1993 Israel.

• In contrast to our commitments to Korea, japan, Germany and other parts of the world, not a
single American serviceperson needs to be stationed in Israel. Considering that the cost of one
service person per year – including backup and infrastructure – is estimated to be about $200,000 per year, and assuming a minimum contingent of 25,000 troops, the cost savings to the United States on that score alone are on the order of $5 billion a year.

During the 1973 Yom Kippur War, Syrian missile batteries
in Lebanon caused heavy damage to Israeli fighter jets. As a result, Israel
developed the first modern UAV. Israel pioneered the use of UAVs for real-time
surveillance, electronic warfare and decoys. The images and radar decoying
provided by these UAVs helped Israel to completely neutralize the Syrian air
defenses at the start of the 1982 Lebanon War, resulting in no pilots downed.

With the maturing and miniaturization of applicable technologies as seen in the
1980s and 1990s, interest in UAVs grew within the higher echelons of the U.S.
military. In the 1990s the U.S. Department of Defense gave a contract to US
Corporation AAI Corporation of Maryland along with Israeli company Mazlat. The
US Navy bought the AAI Pioneer UAV that was jointly developed by American AAI
Corporation and Israeli Mazlat, this type of drone is still in use. Many of
these Pioneer and newly developed U.S. UAVs were used in the 1991 Gulf War.

UAVs were seen to offer the possibility of cheaper, more capable fighting
machines that could be used without risk to aircrews. Initial generations were
primarily surveillance aircraft, but some were armed (such as the General
Atomics MQ-1 Predator, which utilized AGM-114 Hellfire air-to-ground missiles).
And it did all this with American technologies and money! So cute..

There is nothing new about these news, The US was already giving the same annual aid to Usrael for the last 50 years, it did diminish though from the 20 billion a year(even paying the IDF salaries!!!) to 4 billion$ a year in pure military aid, plus a few billions here and there from tax deductible donations, that might surpass this military aid.. this is monetary alone add to it the illimited access to thech institutions all over the US and to the militaro-industrial complexe with its innovations and technologies..So anyone who is saying that Usrael ins not a far away state of the US is lying to himself and to others, it is plain clear and obvious..

as for Pakistan-china relation.
both countries are neighbor and their enemy is also the same which is also their neighbor.
both countries need each other for their economic growth and prosperity and peace.
and in case of war either of china or Pakistan both countries can use each other as their backup road.
so all in all both countries are bound to have each other for their strength and power.

and as you refer US-Israel relation with China-Pakistan. given the above scenario there is nothing common in the relation between US-Israel relation as compare to China-Pakistan relation..

as for relation with Israel, I'm totally in favor of this to have relation with Israel.

almost all Arab countries as well as other Muslim countries have direct relationship with Israel, so why should Pakistan keep herself out of relationship which such a country which will benefit us in the field of technology, agriculture, bio etc.

The United States and Israel signed a defense aid agreement on Wednesday that promises Israel $38 billion over 10 years, from 2019 through 2028.
"We affirm today the unbreakable bond between the United States and Israel," U.S. National Security Adviser Susan Rice said at the Washington ceremony.
"On behalf of President Obama, we are all thinking of and praying for President Shimon Peres, Israel's national treasure," Rice continued. "Since 2009, the U.S. provided almost $24 billion in military aid to Israel," she said, adding that "we are proud that no other administration has done so much to enhance Israel's security."

"We can't know what will happen in the next 10 years, but we do know that the U.S. will always be there for Israel," Rice said.
Israel’s Acting National Security Adviser Jacob Nagel spoke after Rice, saying that "Israel does not take the military aid package for granted."
Senior U.S. administration officials told Haaretz that in the event of an emergency, such as a war, the United States would be prepared to consider increasing the budget for missile defense systems beyond what is promised in the agreement, as it has done in the past.
The defense assistance pact, which has been negotiated intensively since November 2015, was signed at the State Department in Washington by Nagel and U.S. Undersecretary of State for Political Affairs Thomas Shannon, Jr.

Also present at the signing ceremony were U.S. Ambassador to Israel Dan Shapiro and Israeli Ambassador to the United States Ron Dermer.
The following are the main points of the agreement:
− Israel will get $3.8 billion dollars annually, $500 million of which will be allocated to developing missile defense systems.

− Israel commits not to approach Congress for additional budgets for missile defense systems. In the event of an emergency, Israel can request additional budgets for missile defense systems, but only if the administration agrees to it.

− The agreement does not prevent Israel from asking Congress for additional aid on security issues, such as the fight against tunnels or the development of cyber defense systems.

− Once the agreement goes into effect, there will be a gradual phasing out of Israel’s right to use 26 percent of the American aid to buy equipment from Israel defense industries.

− When the agreement goes into effect, Israel will immediately stop using 14 percent of the American aid to buy fuel for the Israel Defense Forces.

Prime Minister Benjamin Netanyahu issued a statement thanking U.S. President Barack Obama, his administration, Israel's friends in Congress and the American people for their bipartisan support of the aid agreement. He noted that the signing of the deal demonstrates the relationship between Israel and the U.S. is strong and stable.
"This doesn't mean we don't have disagreements from time to time, but those disagreements are within the family," Netanyahu said.

Netanyahu said the disagreements have "no effect whatsoever on the great friendship" between Israel and the U.S., adding that the friendship expressed in the agreement will greatly help Israel continue to fortify its strength over the next decade.

The prime minister said that support for Israel crosses party lines in the U.S., adding that many in the U.S. understand that investment in Israel's security strengthens stability in the unstable Middle East, serving both Israeli and U.S. security.

Senior U.S. administration officials who are familiar with the details of the agreement said that Israel and the United States committed to respecting the level of the grant agreed upon and that any change to the arrangement would require the agreement of both sides. The senior officials said that, nevertheless, they believe that if Israel found itself in an emergency situation, the United States would be prepared to consider additional aid.
“Like any understanding, changes can be introduced by mutual agreement. With regards to missile defense, in an extreme situation or in the event of a major armed conflict involving Israel we would be able to consider changes together if needed. We have proven we have given Israel additional assistance in times of need like Operation Protective Edge in 2014. There is no reason to think this will not be the case in the future, if needed.”

The senior American officials noted that the new aid pact was formulated during a period of very difficult budget pressures in the United States. Even though there have been continuous reductions in foreign aid budgets, the amount give to Israel under the new agreement is more than under the old one – both in nominal terms and in real terms, they said.

One example the American officials gave was the U.S. missile defense budget, which has been cut over the past decade by 7.5 percent. Nevertheless, in the new agreement the Americans agreed to give Israel $500 million to develop missile defense systems, which is more than in the past, when the average assistance for this was $440 million a year, without it being part of a long-term commitment.

One of the most significant disputes during the bilateral negotiations related to the America demand to stop the arrangement that allowed Israel to spend some 40 percent of the American aid to buy equipment from Israeli defense industries and to buy fuel for the IDF. The United States and Israel are signing a defense aid agreement on Wednesday that promises the Jewish state $38 billion over 10 years, from 2019 through 2028.
"On behalf of President Obama, we are all thinking of and praying for President Shimon Peres, Israel's national treasure," U.S. National Security Adviser Susan Rice said at the Washington ceremony.
Senior U.S. administration officials told Haaretz that in the event of an emergency, such as a war, the United States would be prepared to consider increasing the budget for missile defense systems beyond what is promised in the agreement, as it has done in the past.

The defense assistance pact, which has been negotiated intensively since November 2015, was signed at the State Department in Washington by Israel’s Acting National Security Adviser Jacob Nagel and U.S. Undersecretary of State for Political Affairs Thomas Shannon, Jr.
Also present at the signing ceremony were Rice , U.S. Ambassador to Israel Dan Shapiro and Israeli Ambassador to the United States Ron Dermer.
The following are the main points of the agreement:
− Israel will get $3.8 billion dollars annually, $500 million of which will be allocated to developing missile defense systems.

− Israel commits not to approach Congress for additional budgets for missile defense systems. In the event of an emergency, Israel can request additional budgets for missile defense systems, but only if the administration agrees to it.
− The agreement does not prevent Israel from asking Congress for additional aid on security issues, such as the fight against tunnels or the development of cyber defense systems.
− Once the agreement goes into effect, there will be a gradual phasing out of Israel’s right to use 26 percent of the American aid to buy equipment from Israel defense industries.
− When the agreement goes into effect, Israel will immediately stop using 14 percent of the American aid to buy fuel for the Israel Defense Forces.
Prime Minister Benjamin Netanyahu issued a statement thanking U.S. President Barack Obama, his administration, Israel's friends in Congress and the American people for their bipartisan support of the aid agreement. He noted that the signing of the deal demonstrates the relationship between Israel and the U.S. is strong and stable.
"This doesn't mean we don't have disagreements from time to time, but those disagreements are within the family," Netanyahu said.
Netanyahu said the disagreements have "no effect whatsoever on the great friendship" between Israel and the U.S., adding that the friendship expressed in the agreement will greatly help Israel continue to fortify its strength over the next decade.
The prime minister said that support for Israel crosses party lines in the U.S., adding that many in the U.S. understand that investment in Israel's security strengthens stability in the unstable Middle East, serving both Israeli and U.S. security.
Senior U.S. administration officials who are familiar with the details of the agreement said that Israel and the United States committed to respecting the level of the grant agreed upon and that any change to the arrangement would require the agreement of both sides. The senior officials said that, nevertheless, they believe that if Israel found itself in an emergency situation, the United States would be prepared to consider additional aid.
“Like any understanding, changes can be introduced by mutual agreement. With regards to missile defense, in an extreme situation or in the event of a major armed conflict involving Israel we would be able to consider changes together if needed. We have proven we have given Israel additional assistance in times of need like Operation Protective Edge in 2014. There is no reason to think this will not be the case in the future, if needed.”
The senior American officials noted that the new aid pact was formulated during a period of very difficult budget pressures in the United States. Even though there have been continuous reductions in foreign aid budgets, the amount give to Israel under the new agreement is more than under the old one – both in nominal terms and in real terms, they said.
One example the American officials gave was the U.S. missile defense budget, which has been cut over the past decade by 7.5 percent. Nevertheless, in the new agreement the Americans agreed to give Israel $500 million to develop missile defense systems, which is more than in the past, when the average assistance for this was $440 million a year, without it being part of a long-term commitment.
One of the most significant disputes during the bilateral negotiations related to the America demand to stop the arrangement that allowed Israel to spend some 40 percent of the American aid to buy equipment from Israeli defense industries and to buy fuel for the IDF.
