Yes. Signing of the LSA would open up those opportunities.
It will never happen. US will never be allowed to base militarily out of India or any Indian territories.

While we maintain coordial relations with the US and our relations are on an upswing.

India and US will never be allies in the sense of UK or Pakistan.

India is far too big geographically and demographically and economically (small now but won't be in a decade or two) to be a US ally in that sense. In the long run, we are looking to become the third biggest independent world power rivalling US and China. This is not in US interests obviously.

We will cooperate with US on many issues, and fight against them on many others. For example in Bangladesh, we have successfully fought with US and ensured their removal as an influence maker....while in Myanmar we brought in US as an influence to counter the Chinese.

So in a way it encapsulates our relationship going forward. Fight in some areas, cooperate in others...all the while high sounding ideals will be spouted by political leaders of both sides.

I believe that the leadership of the United States earnestly sees India as a valuable and equal partner to build better relations with. Both nations will be among the leading powers of the 21st century, and our shared democratic values also serve as a basis of cooperation in this dangerous world. We do not see New Delhi merely as a counterweight to some other power or powers, but rather as the other pole in what will be one of the defining relationships of the 21st Century. As an American and an Indophile, I hope to see our two great nations work together in to build a better future for both of us, and for the world.
