US hopes to bag Indian attack helicopters order

Washington: Though the US lost out in the race to sell fighters to India, its armament companies are claiming to be front-runners for New Delhi's new tenders for attack helicopters and heavy lift choppers. "I have advocated for our tenders (by India) in the Attack Helicopter and Heavy Lift Helicopter competitions," Andrew J Shapiro, Assistant Secretary of State for Political-Military Affairs, said, adding that "We are hopeful that both will be selected."
The American companies, Boeing's AH-64 D Apache, Sikorsky Black Hawk and Bell's Super Cobra are in contention for a $600 million tender to sell 22 attack helicopters. The other bidders are Russia with its MI-28 N Night Hunter and Eurocopter. The trials and evaluation of the tenders are already at an advanced stage with competitors participating in desert trials in Rajasthan and snow trials in Siachen.
According to sources in the aviation industry, the Russians and European armament giant EADS are probably out of the hunt. The American companies are also front-runners in the Indian tender to purchase 15 heavy lift helicopters.:azn: The new helicopters will replace Russian-acquired MI-26.

The US Assistant Secretary said he attended Aero India show in February to advocate for US defence sales. "While India unfortunately did not down-select a US aircraft for its Medium Multi-Role Combat Aircraft competition, I believe our relationship with India is much more than one sale," he said in his remarks to the Defence Trade Advisory Group.
"We seek a stronger strategic partnership with India, including the promotion of Indian acquisition of US defence equipment. This effort has led to India's acquisition of ten C-17 aircraft and a request for six more C-130J aircraft," the US Assistant Secretary said.
Shapiro said despite the tough global economy, the demand for US defence sales abroad remains robust. For four consecutive years, US Foreign Military Sales or FMS have exceeded $ 30 billion.
Foreign military sales increased by approximately nine per cent from last year, he said. "The other component of US arms sales, Direct Commercial Sales or DCS, is also increasing. Based on the first three quarters of this year, we anticipate that by the end of the year, the State Department will have received and reviewed over 85,000 DCS cases the largest ever," he noted.
The US official argued that defence sales by America help promote stability. "In today's interconnected world, the most urgent threats to global and regional stability stem not only from powerful states, but also from the ones that are weak or are unable to adequately secure their sovereign territory. Our defence cooperation is helping to better equip countries across the globe to deal with new and emerging challenges," he said.

the only reason we bought a good majority of Russian weapons in the past was because better and more reliable western weapons were not there for us however now they are which is why we are getting a good majority of them this is not to say Russian weapons suck its just that some of them have flaws not to mention the annoying spares situation we have with Russia you will not see that with western weapons.

India and USA should co-operate on every aspect of defence and economy,India and USA combined can tackle any future obstacle in our path to growth !

I think INDIA will go for Mi26 helis only. They are a beast and can even lift the heli which US is offering in the category...

New York: The Indian government is “signaling” that it is likely to award a $1.5 billion contract to America’s Boeing for 22 AH-64D Apache Longbow attack helicopters for the Indian air force, said a US report.

Although the Russian Mi-28N Night Hunter was offered at a flyaway cost of $600 million, India is understood to have rejected the Russian offer mostly on technical grounds, leaving the American AH-64D manufactured by Boeing as the sole bidder.

“The US Army rotorcraft, which is said to have outperformed the rival Russian Mi-28N Night Hunter in tests, was strongly recommended by the Indian Air Force earlier this year as its choice following trials in 2010,” reported “Aviation Week.”

According to defense experts, India has been dragging its feet in ordering the US helicopter as sole bidder programs are extensively regulated under new anti-corruption policies. The Indian Air Force and Boeing are waiting on the Cabinet Committee on Security to give the final approval.

An IAF trial team member, told “Aviation Week,” that the “The Apache scored consistently over Mi-28 in several key operational criteria. Broadly, these fell under the categories of electronic warfare, survivability, situational awareness in the cockpit, night-fighting capabilities, sensor efficacy and weapons. The helicopter was also found to be far more maneuverable. We worked directly with Boeing and the US Army to test this helicopter.”

Boeing declined to get drawn into the dogfight between the Apache and the Russian Night Hunter telling Firstpost the Indian defense ministry had not commented on the outcome of the competition.

Still, Boeing has friends in high places including the US government pressing its case. Andrew Shapiro, assistant secretary for Bureau of Political-Military Affairs, told the Defense Trade Advisory Group on Wednesday that, “I have advocated for our tenders in the Attack Helicopter and Heavy Lift Helicopter competitions. We are hopeful that both will be selected.”

Defense experts said selecting the Apache AH-64D will also pave the way for India to receive the AGM-114L-3 Hellfire Longbow anti-tank guided missile for the first time. “The failure of the Russian helicopter also means a setback for the two companies counting on providing the weapons for the helicopter – European MBDA Missile Systems and Israel’s Rafael Advanced Defense Systems,” said defense technology portal “Defense Update.” Both the firms competed on supplying the missiles for the Russian helicopters.

India is looking to spend over $50 billion over the next five years to modernise its army with largely Soviet-era equipment. India had long focused its military planning on Pakistan, and Pakistan-based militants, but it is now growing more concerned about feuding with China over the disputed Sino-Indian border, where China claims large tracts of Arunachal Pradesh.

India’s defense budget, which is roughly $32 billion for the year ending 31 March, has increased 151 percent in the past decade. Given the hostile neighbourhood that India is wedged in, the government expects military spending to grow at about 8.33 percent annually in the coming years.

I don't see how heavy lifter competition could be won by USA (as per article). Mi-26TZ has a total digital cockpit, needs only 2 pilots to fly it and can carry far more weight than Chinooks ever could. Hell, Mi-26s were used to airlift destroyed Chinooks in Afghanistan as there was no other helo capable of the feat.

This one is going to the Russians. Although I would have loved to see the Night Hunter in IAA colors.

I'd say it was almost guaranteed given Apache is effectively the last contender and according to MoD the case made by IAF evaluation team was "so compelling" it was hard to argue with.


Chinook for IAF is soon to follow.

we need to get self reliance as much as possible so these huge buckets of money remain in country givr thousands of job and following principle of money flow from one to other hand give others also benifit from that.
