‘US flexible to adapt itself to meet India’s defence needs’

Washington: The United States is ready to give a special role to India in its “Asia-Pacific rebalance” strategy and is “flexible” to adapt itself to meet the Indian defence needs, a former US government official has said.

The official, who played a key role in India-US defence ties in past few years, hoped the Narendra Modi-led Indian Government with a decisive mandate would clear the high-tech projects that the two countries can co-produce for their respective armed forces.

He said the Obama Administration is ready to go that extra mile to help India realise its ambition of being self-reliant in defence research, development and production.

About 10 months ago, the then Deputy Secretary of Defence Ashton Carter had submitted to the then UPA government a comprehensive list of defence systems, which the US was ready to co-develop and co-produce with India.

“Those were projects that our industry would like to do with the Indian industry,” the official told PTI in a recent interview on condition that his name would not be disclosed given the sensitivity of the defence relationship between the two countries.

These projects cover a whole gamut of defence system from hi-tech information, command and control and reconnaissance and naval systems. The proposals also included various kinds of advance aircrafts and weapons systems for the two armies.

Many of these proposals are those, which the US wants to introduce for its own armed forces, the official said, referring to level of high-tech items that the Pentagon wants to co-develop and co-produce with India in the coming years.

“If India would like to work with the US forces in developing those systems for both of the militaries to be deployed at the same time,” he said but did not specify the projects arguing that they are of classified nature.

India is recognised by the US and other countries as more than a local and regional force. It’s a country that people want to partner with the official said.

According to the official, the US is prepared to “give a special role to India” in its Asia-Pacific rebalance strategy.

It is also “ready to be flexible” to meet India’s needs so as to realise this partnership, which Obama described as a defining partnership of the 21st century.

“I think the US would be flexible as it has been in the last three years, changing its practices, its policies, incentivising its industry, it can do in a way that is agreeable and comfortable to the Indian side,” he said.

The Obama administration, he said, is “loud and clear” for Indian desire for technology and for co-development of defence goods and not simply a buyer-seller relationship.

As a result of this, the Pentagon has made important adaptations in the US defence system, which among other things includes changes in its export regulations and making India-specific policy changes.

giving full TOT and co joint development on the latest and advanced technologies from the leader in the world on advanced technologies, could only be seen as a negative, by the US deranged syndrome types ... fortunately they tend to be nobodies like you and cannot influence decisions.

Well we dont need freebies .If we want something we gave them hard cash and will buy.

India move forward whole this years with out US help.We can move forwar again with out US help .All we need a fair trade condition.

First we need our own Military Industrial Complex built up strong, untill then these collaborations and etc. don't mean a thing if you cannot produce a new gun or ammo.

Hope Modi handles this well..there is no need to jump onto anything that the US or any other country offers...Hope he will do something out of the box...like Fixing/Neutralizing most issues with China and Pak...Increasing Trade...building up large scale manufacturing facilities....investment in green energy like Solar and Hydro........Affordable Housing....Tax Reforms....Healthcare for all who cant afford it....World Class Education (affordable or with govmt subsidy like 0% educational loan)...!

We are in a chicken and egg problem
While the world races ahead, we don't have the basics in place for a Military-Ind complex. (thanks congress)
Now JV is a good way, but we must force manufacturing in India ( obvious cost benefits + employees learn everything)

JV is good i agree, but we hardly make our own ammo ,forget our own guns, we need infrastructure.In the JV with brahmos it took us a long time to learn from assembling kits to assembling on whole without kits.
With manufacturing we can come up with new ideas too.

did you intentionally want to sound stupid above? there is NO "we give them hard cash and buy blah blah.".. its is CO development! ( best darn thing you could hope for) not seller/ buyer relationship

it does not take a rocket scientist to figure out co development is not a freebie... it is co development! probably more than what you get from PAK-FA deal.

it does also take a rocket scientist to figure that the world's technology leader US of A ( where as you are at least 30 years behind if not more in defense ) is offering to develop with india technology that they will also use - WHICH MEANS the latest ...

While you guys are talking about so called 'co-development'.Russians on other sides did that long time ago.Now except Russia we have 100% technology of Su-30MKI .Even our neighbouring countries take technical support from us.
We dont trust US .at least blindly.We trust But only after verify.
This so called US offer of 'co -developemt ,co-operation offer is a recent phenomenon ' only to take advantage on our market .Not for friendship.
That is why I told you GoI action will only remained 'need' basis.
And for rocket science.We know how US block our effort for an indigenous cryo engine ,even if we succeed ,we lost 14 years and service of 2 brilliant scientists.

Bottom line: Can the US of A be trusted? They can shut the tap anytime they please like it has happened before leaving us high and dry. This would be a nice way for blackmail. Behave or else......
