You are so hung up on the Malala scholarship forgetting that for the last 70 years about 500 Pakistanis are sent to the US each year for their Masters and PhD in Medicine, sciences , engineering, economics etc. fully sponsored by the US State Department. As a matter of fact, the current principal economy advisor to the Pakistani Prime minister Imran Khan is a Fulbright scholar.
Finally, the awardee chooses the discipline the only restriction is 50% of the selected students under the Malala scholarship must be female. So if a recipient decides to get a PhD in quantum computing or botany or film making or ..... whatever the choice lies with the student and not the US government. The applicants selected to receive the award are assessed by a mixed panel of Pakistani and American professors.
Typical of most consumed by hate, you decided to spew venom before spending 10 seconds to learn the facts of the Malala scholarship. Now if Pakistanis like you feel this is a conspiracy to corrupt innocent young people you are free to pass up on this opportunity.

Discussion is about this particular issue, not any other scholarship on offer in past. I rather stick to the motives and benefits on what is under the discussion and you should as well. Feel free to create new thread to discuss if you wish so.

(b) LIMITATIONS.— 9 (1) CRITERIA.—The scholarships available under subsection (a) may only be awarded in accordance with other scholarship eligibility criteria already established by USAID.
(What is this creiteria, no mention of Pakistani professors, and even they are involved, who are they? Any names?)
13 (2) ACADEMIC DISCIPLINES.—Scholarships authorized under subsection (a) shall be awarded for a range of disciplines to improve the employability of 16 graduates and to meet the needs of the scholarship 17 recipients.
(So no, it doesnt involve everything as you mentioned, there is a range of discipline. A fellow PDFer has listed this here : https://defence.pk/pdf/threads/us-c...-act-for-pakistani-women.697019/post-12893230)

Notable campaign contributors
A major individual campaign contributor to Ros-Lehtinen is Irving Moskowitz, a funder of Israeli settlements in the West Bank and East Jerusalem.[40] The lobby group J Street has called on Ros-Lehtinen to return campaign contributions from Moskowitz, saying he "actively undermines the two-state solution and the foreign policy of the United States by funding illegal settlements in the occupied territories".[41][42] American Council on World Jewry president Jack Rosen has "great concern"[43] about this demand.
Foreign policy
Ros-Lehtinen was rated 57% conservative and 43% liberal on foreign policy issues by the National Journal.[48] Ros-Lehtinen supported President George W. Bush's surge policy in Iraq, supports Israel, and supports continued sanctions against Cuba. She also supported the de facto government in Honduras, headed by Roberto Micheletti, that emerged after the military coup against President Manuel Zelaya. She has said of the decision to invade Iraq: "Whether or not there is a direct link to the World Trade Center does not mean that Iraq is not meritorious of shedding blood. The common link is that they hate America." [58]
Ros-Lehtinen opposes US support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East[27] and the Palestinian Authority. She describes herself as a "strong supporter of Israel" and regards the U.S. relationship with Israel as "critical to the national security interests of both nations".[60] Ros-Lehtinen supported President Donald Trump's decision to recognize Jerusalem as Israel's capital.[61]
As they say, "Devil is in the details".
