Better to get the entire political leadership on board. If the 3 largest political parties, PTI, PMLN and PPP, clearly state in Parliament that they are all opposed to giving the US military bases, it takes pressure off the PTI and makes it easier for the GoP to hold the line, much like what happened when Parliament rejected Pakistani troops being deployed to assist in the Saudi-Emirati war in Yemen.
That proposal is not new and has repeatedly been shot down by the US.
As were proposals going back to the Musharraf years about changing the US-Pakistan relationship to one on long term economic, trade and cultural ties instead of short term military aid based ties revolving around conflict of some kind.
The US has always wanted a 'hired gun' relationship with Pakistan, but has whined and cried when the hired gun behaves like a hired gun and does the minimum necessary whilst making sure its own long term interests are not damaged.
