I actually think that India got a great deal. I would say that 4 billion for 20 drones would make more sense. So India got a steal. Good job, India.

Well, india does not have the capability to produce anything close to this, so the best option is to pay the price to outsiders for it. Its a wise decision

22 is however a very low number....

That is how Indian deals are usually signed. In small batches.
The federal budget doesn't make provision of single large amount in one go and the users generally induct items in batches which gives flexibility of ease of induction, getting familiarization with hardware and allowing provision of smaller tranches of budgetary allocation for a financial year.
Su 30 MKI is a classic case where we have spent more than 20 billion till date for around 240+ pieces spread over more than 15 years now. Rafale will be another comparable example.

India would become second biggest US drone operator after the US.

A very likely scenario if one goes by what officials and industry (General Atomics etc) people have been saying for some time now.
