Germany is the largest economy in eu and dictates terms.

Seriously, why do you have to go so defensive? World has changed. Many of the countries who are openly against India joining NSG, MTCR are actively working with us to enable us to join them. If thats not change then what is? In any case, we have few countries still to win over. We will win them too sooner or later because having us in their camp is better than having us in the against camp.
