We've made great strides in ISRO since it's inception. India obviously lack both the wealth and the scientific know how
Let me explain a bit of how I understand this in simple terms.
Firstly, ISRO has focused all the time on satellites when it should have focused on human spaceflight from the very start. Even so, in the past whenever ISRO had to launch a satellite that weighed more than four tons it contracted the launch to the French private company Arianespace for launch on its Ariane 5 launcher rocket. Arianespace was established in 1980, about two decades after the huge, government operated ISRO.
OK, that was in the past.
Currently ISRO's most capable launch rocket, the GSLV Mark III, can carry 10 tons to Low Earth Orbit which is where the International Space Station is orbiting ( at 400 kms altitude ). The GSLV Mark III was the system used for the Chandrayaan 2 mission. This launcher can carry significantly less capacity payload than the recent SpaceX Falcon 9 FT - which is 22.8 tons. And the FT is a reusable launcher compared to GSLV Mark III which means that the FT costs 50 million dollars per launch compared to GSLV Mark III's 51 million dollars. The GSLV being not reusable ( in technical terms, expendable ) means that the launcher is destroyed on every launch whereas the Falcon 9 FT can be reused a few times more. Had ISRO designed the Falcon 9 FT the per-launch cost would have been even less than SpaceX's 50 million which is because of higher human and material cost in USA. Also, the engine design of GSLV Mark III is more complex than the Falcon 9 FT - a three-stage solid-liquid mixed design with multiple liquid types of the former compared to the two-stage liquid design of the latter, though the former is supposed to have an upgrade to a total liquid design - the same LOX / RP1 engines that the SpaceX Falcon 9 FT has currently.
The GSLV Mark III is the launcher that is supposed to carry the first Indian space travelers in 2022. I doubt this date will be met.
What ISRO should have done is tie up with the Dutch-origin international project Mars One whose intention was to allow a few people ( common civilians ) to begin a staged one-way trip to Mars by the mid 2030s. That project is sadly now closed. Some say it was a scam but you should listen to
these interviews of the shortlisted people. There is a very nice interview at the top of the page of a supposedly respectable professor. The three speakers talk about how to practically take care of the many issues of living on Mars.
Then there is the American private company Bigelow Aerospace started by a real estate rich man. This company makes inflatable space habitats. I believe some of the models have already been tested in space.
I don't understand when private Indian very rich companies have been making engines and other components for ISRO what stops them from making complete space systems. For example, Godrej & Boyce makes the Vikas engine for ISRO's GSLV Mark III.
