UNITED NATIONS: The United Nations Security Council (UNSC) holds a consultative meeting on Friday (today) to discuss the Kashmir issue as Pakistan urges the world body to implement its own resolutions on this 70-year-old dispute.

“We hope the Security Council discussion will be guided by the statement of the UN Secretary General Antonio Guterres who has voiced concern over the situation in occupied Jammu and Kashmir,” said Pakistan’s UN envoy Maleeha Lodhi.

She pointed out that the secretary general had also emphasised the need to resolve this “issue in accordance with applicable Security Council Resolutions and the Charter of the United Nations”. The UNSC resolutions uphold the Kashmiri people’s right to self-determination while the UN charter guarantees their basic human rights.

As Ambassador Lodhi noted, last week Mr Guterres also expressed concern about the human rights situation in India-held Kashmir.

Friday’s consultative meeting has been called by China on Pakistan’s request to discuss the prevailing situation in IHK. In the closed door meeting, briefings will be given on the situation and consultations will take place to decide how to proceed further. The meeting may decide to issue a statement or can possibly suggest calling an emergency session of the Security Council.

Yet, this marks the first time in over 50 years that the UN Security Council is holding an exclusive meeting on Kashmir, even though consultative.

“The issue before the Security Council is also about the pain, suffering and plight of over 14 million people who have been now locked up in their own homes,” said Ambassador Lodhi while underlining the need for the UNSC to fulfil its obligations.

Focusing on the plight of the Kashmiri people, she added: “Their state has been dismembered, their liberty stolen so that the Indian government can take away their identity.”

Ambassador Lodhi and her team have been tirelessly working since early this month to sensitise the UN members on how India’s decision to revoke Kashmir’s special status threatens South Asia’s peace and stability. But the council’s current composition does not seem to favour Pakistan.

Only one of the five permanent members, China, openly favours Pakistan. The remaining four — Britain, France, Russia and the United States — want India and Pakistan to address the Kashmir dispute in a bilateral set-up. While India too favours this position, it refuses to hold any talk on Kashmir, as it calls the Kashmir issue an internal matter.

The 10 non-permanent members — who are elected for a two-year term by the UN General Assembly — are Belgium, Côte d’Ivoire, Dominican Republic, Equatorial Guinea, Germany, Indonesia, Kuwait, Peru, Poland and South Africa. While two of them — Indonesia and Kuwait — have sympathised with Pakistan in the past, it will be difficult to persuade others to back the Chinese request.

It was Poland’s Joanna Wronecka, the current president of the UN Security Council, who disclosed on Wednesday that the council would meet on Aug 16, to discuss the situation in Jammu and Kashmir, on China’s request.

Earlier this week, Foreign Minister Shah Mahmood Qureshi wrote a letter to Ms Wronecka, urging the council to urgently convene a session on India’s decision to declare Jammu and Kashmir a union territory by revoking of Article 370 of its own constitution.

China had requested a closed meeting on Jammu and Kashmir, citing the letter sent by Mr Qureshi. Upon his return to Pakistan from a visit to China, Mr Qureshi had said that Chinese Foreign Minister Wang Yi had assured him of full support at the UNSC.

Ambassador Lodhi, however, said in an interview to Turkey’s TRTchannel that Pakistan had been “getting significant traction from the members of the council.”

When her attention was drawn by BBC News to statements made by some UNSC members on Pakistan’s move, Ambassador Lodhi said, “I am not going to pre-judge what the council members are going to say, but I think they will be guided by the statement of the UN secretary general.

“I think at this point in time the very affirmation or re-affirmation of the council’s resolutions itself is going to nullify the Indian claim that this is an internal matter.”

Prime Minister Imran Khan, ahead of the United Nations Security Council meeting on Indian-occupied Kashmir, had a telephonic conversation on Friday with US President Donald Trump to brief him about Pakistan's stance on the issue.

"The prime minister conveyed Pakistan's position to him [President Trump] and took him into confidence," said Foreign Minister Shah Mahmood Qureshi in a video statement broadcast on television moments before the meeting went underway.



"Pakistan, like always, is committed to the peace process. The role we have played is for the betterment of the region and the steps we have taken are for the mutual benefit of Pakistan and Afghanistan and for peace and stability. We will continue to take such steps," he said.

He said that direct contact had been established with four out of five permanent members of the Security Council and they are aware of Pakistan's viewpoint.

The UNSC, for the first time in 50 years, is holding an exclusive meeting on Kashmir.

The Security Council is holding the consultative meeting in New York to discuss Pakistan's request to debate on India's act of abolishing the special status of occupied Jammu and Kashmir.

The closed door meeting, which commenced at about 7pm (Pakistan time), will decide how to proceed further on the issue.

The UN political department will brief the council on the situation in Indian-occupied Kashmir.

Qureshi had written a letter to the president of the Security Council seeking a meeting of the highest world body after India abolished Article 370 and Article 35A of its constitution, depriving occupied Kashmir of a special status. Later, China supported Pakistan's request for holding the meeting.

Pakistan and India are not attending the meeting because neither of them is a member of the Security Council.

Besides five permanent members — the United States, China, Britain, France, and Russia —10 non-permanent members, Belgium, Côte d'Ivoire, Dominican Republic, Equatorial Guinea, Germany, Indonesia, Kuwait, Peru, Poland and South Africa are participating in the meeting.

The Kashmir issue can only be resolved in a couple different ways (in my humble opinion):

1. Pakistan invades and completely captures as much area of Kashmir as possible and it is satisfied with outcome, plus India accepts the new boundaries (very unlikely)

2. Both countries accept the current LOC as international border with a phased reduction in troops in Kashmir (could happen)

3. India is Balkanized into several smaller, inconsequential countries and the nuclear taken away, which will allow Pak to get hold of Kashmir and then let Kashmiris decide if they want to stay with Pak or not (if Modi rules for 10-15 years this might be a possibility)

Can anyone shed some light on what would be the possible outcome of a closed door informal meeting in UNSC and how it can be termed as a great victory for Pakistan? Will it force India to withdraw its decision of revoking article 370 and 35A again?

It's neither a great victory for Pakistan.. not a great loss for India..

It's just that the issue is taken up by a useless body..

5P will ask to resolve the issue through talks and some power will offer mediation.

UN should be disbanded it is utterly useless waste of time. Tell me one instance where UN has positively impacted world peace? Heck they rubber stamp all of the US's invasions.

Pakistan govt knows , the purpose of this session to show the world Kashmir is not India internal issue. Now Pakistan pass this stage. Next stage of mediation. People don't realize non 5P oppose this session and all five power approved that session to talk.

I think this was the basis of the Musharraf-Manmohan dialogues. I have seen Musharraf making a statement that, yes, LoC can be the border but with caveats.

Let's face it: Pakistan CANNOT grab IoK from India without losing much of Pakistan itself and setting Pakistan back decades. And vice versa for India. There are plenty of solutions out there. What every Pakistan must want is peace and dignity for Kashmiris while safeguarding Pakistan's rights such as water. Border can be irrelevant in that case.

As for the UNSC meeting. Quite possibly Americans are going to hide behind a Russian/French Veto and/or the language of the final draft will be one more meaningless statement.

But then we may have surprises in the store...

And we are back to the starting point again, aren't we? Nothing changes on ground except BJP scoring another point in this nationalism game.
I don't think so, your senior minister made big blunder , talk about nuclear war before conference.

Is any voting on anything going to take place or will it just be a closed door gupshup with a pointless joint statement issued at the end which both countries could use to claim HUGE victory?
