NEW DELHI: A confidential report on making India self-reliant in aerospace has called for massive overhaul of higher education and military research and manufacturing. The report has also indicted Defence Research and DevelopmentOrganisation (DRDO), Hindustan Aeronautics Limited and other stakeholders for their failure on various fronts in ensuring that India became an important manufacturer of aircraft and other aeronautical systems.

While India showed some level of vision and dynamism in aerospace sector in the first few decades after independence, the situation has only turned worse now, the report said. "The subsequent lack of vision, determination and passion all contribute to the abject stagnation of this sector and continued dependence on other countries," it said.

It has pointed out that India needs to immediately carry out overhaul of higher education, improve civil and defence aeronautics research capabilities, revitalize public sector units and allow private sector in a major way to make significant gains in aerospace.

The committee, set up by the Integrated Defence Staff, submitted the report a few weeks before the UPA government left office in May. Headed by Air Marshal M Matheswaran, then deputy chief of integrated defence staff, the seven-member panel visited various facilities around the country and also audited all major aeronautical projects under way, such as development of light combat aircraft (LCA), Kaveri engine and licence production of Sukhoi-30 by HAL.

The study has recommended setting up of a National Aeronautics Commission to be the facilitator for coordination between civil and military aviation sectors and draw up a long-term plan.



The committee has said the DRDO's cost and time frame projected for indigenous projects are "unrealistic, to the extent of being unprofessional in a few cases". The comments have been made on the basis of the review of indigenous projects such as the LCA, Kaveri, LRSAM/MRSAM (long range surface to air missile/medium range surface to air missile) projects in partnership with Israeli firms etc.

HAL, country's dominant aeronautical manufacturer, aspires to make India an important aircraft manufacturer. Design and development of a basic trainer (HT-2) progressed impressively immediately after independence, followed by HF-24. "The D&D effort of HF 24 was however not taken forward due to various sins of commission and omission on the part of all stakeholders and especially for want of a suitable engine," said the report. Indian aerospace industry thus lost more than two decades, and started again from the drawing board stage with the LCA (light combat aircraft) programme.

After examining the success of countries such as Brazil, South Korea and China in developing a successful model of creating their aerospace sector, the committee concluded that India is nowhere near turning into a major aerospace industry player. "All these countries have integrated the commercial and economic viability issues including the most important aspect of slotting the global supply chain, as the fundamental basis of all their policies and strategies with reference to creating their aerospace capabilities. This is clearly absent in our case," it said.

It has also said that universities, private companies and military labs need to lean on each other for research.

DRDO is filled with retried bureaucrats, favorites of their political masters while they were in service, and who don't have a clue on technical matters. This deadwood needs to be thrown out pronto for efficient functioning of DRDO. Bureaucratic delays, inefficiency and corruption by these useless appendages are the prime reasons why the DRDO is where it is today.

I'm sure things will change for the better now onwards.

i hope India could challenge China so that we have motivation to do better.

Personally i wanna a stronger India to take up larger responsiblity in the Area. Remember to improve reationship with your neghbours.

If China/Russia/India coud join hands, no one could bully us in the world.

i've been In this forum for 2 years, i hope India could do better to glory Asia. China wil not contain India in the coming decadres, it doesn't fit our interests.

I will vote yes for India to join the USN permanant council, the current memberships of five can't respresent the saying of the whole world. India is the biggest population developing country in the world, it shall have the right to speak. Remember Indians, we are not enemy.

Solve the border dispute and let us work together.

Somewhere under deep side my heart i have passion to work together with Indians, i have culturally indentified with you guys. Just don't hate CHina for 1962, new era is coming. We will have a briliant future if we let the grudge go.

We need to make this Centuary of Asia, just try to forgive and et it go.

We suffered humiliation in the last centuary, we can't be utiized to hurt each other any more.

Time to grow up and do something positive.

Xi and Modi shall sit down and talk now, they shall have the courage to solve the pending problem.

We shall not leave the problem unsolved to next generation.

If China/Russia/India could join hands, we can leverage NATO and the west.

Those whites always look down on us, they never give due respect to us. Time to stand up.

Putin/Xi/Modi shall always sit and talk.

What we lacked in the past decade was good and efficient governance. This is changing.

Check out the routine of most of the middle level and senior Indian bureaucrats when the previous govt was in power at the Center. I've watched this itinerary close-up!!

0700h - 1100h - Golf at the Delhi Golf Course.
1100h - 1200h - Change dress and reach office.
1200h - 1230h - Settle down in office.
1230h - 1330h - Rush through some files and put most in cold storage to take action some other day.
1330h - 1500h - Lunch break.
1530h - 1630h - Attend a useless time-wasting meeting at the conference hall. (Nice place to doze!)
1645h - 1745h - Rush back home for tea and change of clothes.
1745h - 1830h - Drive to one of the posh clubs.
1830h - 2200h - Play Bridge or Paploo and down a few pegs of Scotch at the bar while indulging in useless talk.
2300h - 0600h - Go home, watch some crap on TV and hit the sack. (Loud snoring pisses off wife. Jeeez!)

This nonsense has been put to a stop by PM Modi. All bureaucrats have to check into office by 9AM sharp and work till 9PM! No more golf and Bridge during working hours! And needless to say, these damn bureaucrats are pissed off like hell! :mad: :lol:

Modi is a good leader, he start to make change.

The previous goverment worker under Congress is notorious for lame efficiency, they shall be thrown into rubbish bin now.

IAF has the best resource channel in the wrold, and those corrupted leaders shall be kicked out ASAP. You guys shall have the potential to do better.

We already have a booming economic relationship with China. Trade between the two countries is now zooming - $70 billion presently, slated to reach $100 billion by 2015 and $500 billion by 2020! However, the balance of trade needs to be addressed.

Now if the border problem is sorted out, then the sky would be the limit! :tup:

you sha export Rice and food to China, as well as IT products. IF the relationship can be improved.

India China should have multiple high ways connecting the two countries. I have high hopes from Xi Jinping and Modi. China keeps aksai chin India keeps arunachal. Legalise borders sign peace treaty and look to the future

It is not techinca complicated, it just need courage and understanding.

It's time to end the chaos along the borders, both Chinese and Indians have it enough!

The LR-SAM project is progressing well with the preliminary tests flights already successful.The vertical launch units of the LR-SAM, have already been built into INS Kolkata and the MF-STAR [multifunction surveillance and threat alert radar] is in place for missile guidance - all we need to do is take delivery of the missile from DRDO, load it and fire it early next year.

luks like you are quite drunk, because i am this positive only when i am in inebrieted state, no offence btw. and majority of Indians do not hate China but admire her for her achievements and development track record though we are always sckepticle about the Chinese. you know, the scars are too deep to be forgotten:D see, i like to talk unreservedly so, Indians view both China nad pakistan as their enemies but enemies too deserve respect and this is where the difference lies between you two, while we have respect for you, we do not have any for Pakistanis for they are the ones who kill our civilians, have no respect for international conventions like geneva convention. we returned their 93000 soldiers captured by us but they couldnt returned the favour. our 54 soldiers must be dead by now, after having langhuised in their jails for deceades. they are the ones who would kill our soldiers and take their heads with them. only an animal can be this brutal. i wish they get the same treatment from us in case of a war. while you people are also our enemies but you are better than them, i must give you this.
